JOB PURPOSE
The OYB (Competent Person) is responsible for ensuring the safe operation, inspection, and regulatory compliance of all lifting machinery in accordance with requirements set by Department of Occupational Safety and Health Malaysia (DOSH) / Jabatan Keselamatan dan Kesihatan Pekerjaan (JKKP) and company standards. This role includes conducting inspections, monitoring equipment condition, and coordinating maintenance to ensure all lifting equipment remains safe and operational. The incumbent provides technical support and supervision for heavy lifting activities, particularly in infrastructure projects such as viaduct, LRT/MRT, and bridge works, including the use of launching gantries and segment lifters. The role also ensures adherence to approved lifting plans, safety procedures, and risk control measures, while supporting coordination between project teams, operators, and subcontractors to maintain safe and efficient site operations.
KEY RESPONSIBILITIES
1.0 Statutory Compliance & Safety
1.1 Ensure all lifting machinery complies with the Occupational Safety and Health (amendment) Act 2022 (Act a1648), Occupational Safety and Health (Plant Requiring Certificate of Fitness) Regulations 2024, relevant regulations, DOSH guidelines, and project safety requirements.
1.2 Act as a DOSH-registered Competent Person (OYB) for lifting machinery inspection, verification, and statutory technical advice.
1.3 Perform duties as stipulated under Regulation (4) and Regulation 6(2)(h) of the Occupational Safety and Health (Plant Requiring Certificate of Fitness) Regulations 2024.
1.4 Verify the validity of all statutory certificates, approvals, and inspection records related to lifting machinery and lifting accessories.
1.5 Advise the Project Team on regulatory compliance, safe lifting practices, and statutory requirements for lifting operations.
1.6 Independence in Duties - The Competent Person (OYB) shall perform all inspections, verifications, and certifications independently and shall not be influenced by production, schedule, or commercial pressures.
2.0 Inspection & Certification of Lifting Machinery
2.1 Conduct initial, periodic, special, and comprehensive inspections for:
2.2 Carry out not less than thirty (30) comprehensive inspection reports per year, in accordance with the Fourteenth Schedule of the Occupational Safety and Health (Plant Requiring Certificate of Fitness) Regulations 2024.
2.3 Confirm lifting machinery is safe, structurally sound, and fit for use prior to operation, commissioning, or re-commissioning.
2.4 Issue inspection reports, technical findings, non-compliance notices, and corrective action requirements.
3.0 Lifting Operations & Planning
3.1 Review, verify, and endorse Lifting Plans, Method Statements, Risk Assessments, JSA, and lifting calculations.
3.2 Ensure lifting activities are executed strictly in accordance with approved and verified plans.
3.3 Provide technical oversight and attend critical lifting activities, including:
3.4 Attend periodic inspections and other inspections together with DOSH Officers or Licensed Persons, as required under the Regulations.
3.5 Exercise authority to stop work immediately in the event of unsafe conditions, design deviation or regulatory non-compliance.
3.6 Coordinate with Licensed Persons (LP) where applicable, without compromising the statutory duties and independent judgment of the OYB.
4.0 Documentation & Audit Support
4.1 Establish, maintain, and control documentation including:
4.2 Ensure all documentation is accurate, traceable, and readily available for audit and inspection.
4.3 Support internal audits, client audits, and DOSH/JKKP inspections.
4.4 Attend meetings, inspections, consultations, and technical discussions with DOSH/JKKP officers when required.
4.5 Review and verify any modification, alteration, or repair affecting the structural integrity, load path, or safety system of lifting machinery prior to return to service.
5.0 Training & Competency Support
5.1 Provide technical guidance and professional advice to:
5.2 Support lifting safety awareness programs, toolbox talks, and implementation of best lifting practices.
5.3 Assess competency, readiness, and compliance of lifting personnel and recommend corrective actions or retraining where required.
5.4 Ensure the safety and health of all registered competent persons and other personnel during inspection, testing, and maintenance activities under his/her supervision.
6.0 Risk Management & Incident Support
6.1 Identify hazards and risks related to lifting machinery, lifting operations, and equipment interfaces.
6.2 Provide technical input to HIRARC, JSA, and Emergency Response Plans (ERP) related to lifting activities.
6.3 Ensure installation of lifting machinery complies with the verified and approved design reviewed by the Department.
6.4 Notify the Director General of DOSH of any accident or dangerous occurrence involving lifting machinery under his/her supervision.
6.5 Participate in incident and near-miss investigations, prepare technical accident investigation reports, and recommend corrective, preventive, and improvement measures.
6.6 Emergency & Rescue Verification [Enhancement]
Verify that rescue, recovery, and emergency provisions related to lifting machinery are practical, tested, and compatible with site Emergency Response Plans.
When there are no lifting machinery inspections or lifting operations in progress, provide technical and engineering support to the Project Manager and Engineering Department, without compromising statutory OYB duties or independence.
7.0 Anti-Bribery Compliance
7.1 Understand, apply, and comply to anti-bribery & corruption management system
and policies.
7.2 Report any violation to anti-bribery & corruption policy through whistleblowing
channels.
a) Minimum SPM qualification required; candidates with a Diploma or Bachelor’s degree in Mechanical or Civil Engineering, or related fields, are preferred
b) Registered Competent Person (OYB) for Lifting Machinery with DOSH / JKKP
Minimum 2–5 years of experience in lifting machinery inspection and heavy lifting operations
c) Experience in infrastructure, viaduct, LRT / MRT, or bridge projects is an advantage
Strong technical and operational knowledge of Launching Gantries and Segment Lifter
d) Ability to interpret technical drawings, lifting calculations, manufacturer manuals, and specifications
e) Good communication skills to liaise with project teams, clients, contractors, and regulatory authorities
