The QA/QC Manager is responsible for leading, implementing, and maintaining quality assurance and quality control processes across all aspects of construction projects. This role ensures that all materials, workmanship, and project deliverables consistently meet or exceed contract specifications, industry standards, and regulatory requirements. By overseeing inspections, testing, and documentation, the QA/QC Manager guarantees that quality objectives are achieved while minimizing defects, rework, and potential delays. In addition, the QA/QC Manager provides technical guidance and support to project teams, fostering a culture of quality and continuous improvement throughout the organization. The role involves coordinating with engineers, project managers, subcontractors, and clients to ensure quality compliance at every stage of the project. By implementing best practices, monitoring performance, and reviewing processes, the QA/QC Manager contributes to operational excellence, enhances client satisfaction, and supports the successful delivery of projects on time and within budget.
KEY RESPONSIBILITIES
1.0 Quality Assurance & Procedure Development
1.1 Develop, implement, and maintain comprehensive Quality Assurance and Quality Control (QA/QC) procedures covering all stages of precast production, from raw materials to final
products.
1.2 Establish quality objectives, KPIs, and compliance standards in line with company and
industry requirements.
1.3 Lead internal and external quality audits to ensure adherence to ISO or other relevant
quality management systems.
1.4 Review and update QA/QC procedures regularly to reflect changes in standards, project requirements, and technological advancements.
1.5 Develop inspection and testing plans (ITPs) for precast elements, ensuring clear processes and acceptance criteria.
1.6 Ensure all quality procedures are communicated effectively to production, installation, and site teams.
1.7 Coordinate with design, engineering, and production teams to establish quality benchmarks and
technical specifications.
1.8 Develop standard operating procedures (SOPs) and work instructions to support consistent quality practices.
2.0 Inspection, Testing & Compliance
2.1 Oversee inspection and testing of raw materials, in-process production, and finished
products to verify compliance with project specifications and standards.
2.2 Approve and review concrete mix designs in collaboration with engineering teams.
2.3 Ensure all precast products and processes comply with industry standards, codes, and
applicable regulations.
2.4 Develop and enforce inspection and test plans (ITPs) for all stages of precast production.
2.5 Monitor third-party testing (e.g., cube tests, material certification) and verify test results for accuracy and compliance.
2.6 Conduct regular audits of production processes to ensure consistent adherence to quality
standards.
2.7 Validate dimensional accuracy, surface finish, reinforcement details, and embedment placements of precast products.
2.8 Coordinate with consultants and clients for witness testing, inspections, and quality verifications.
3.0 Documentation & Reporting
3.1 Maintain accurate and up-to-date documentation of all quality control activities, including
inspection reports, test results, and non-conformance reports (NCRs).
3.2 Prepare periodic quality performance reports for senior management and project teams.
3.3 Ensure traceability of materials and production batches through proper record-keeping.
3.4 Review and approve quality documents such as Method Statements, ITPs, QA/QC checklists, and
corrective action plans.
3.5 Maintain and update quality manuals, procedures, and standard operating procedures (SOPs).
3.6 Ensure all QA/QC documents are properly filed, archived, and easily retrievable for audits or client
reviews.
3.7 Track and analyse NCR trends to identify recurring issues and recommend preventive measures.
4.0 Team Leadership & Training
4.1 Supervise, mentor, and train quality control technicians, inspectors, and other QA/QC personnel.
4.2 Promote a culture of quality awareness and continuous improvement across all teams.
4.3 Conduct regular toolbox talks and refresher sessions on quality and safety standards.
4.4 Coordinate workload distribution and ensure adequate manpower for all quality-related activities.
4.5 Provide coaching and performance feedback to team members to enhance competency and
accountability.
4.6 Encourage cross-training to build a versatile and multi-skilled QA/QC team.
4.7 Identify training gaps and arrange internal or external training programmes to strengthen
technical skills.
5.0 Supplier & Material Management
5.1 Establish and maintain relationships with suppliers and subcontractors, conducting quality inspections and audits of incoming materials.
5.2 Approve suppliers based on quality performance and work with procurement to ensure
adherence to specifications.
5.3 Review and verify material certificates, test reports, and compliance documents prior to acceptance.
5.4 Monitor supplier performance continuously and address recurring quality issues through corrective
actions.
5.5 Coordinate with site teams to ensure timely delivery of compliant materials and prevent project delays.
5.6 Reject and document non-conforming materials, ensuring proper follow-up with suppliers for
replacement or rectification.
6.0 Process Improvement & Problem-Solving
6.1 Identify opportunities for process improvements to enhance product quality, efficiency,
and cost-effectiveness.
6.2 Investigate root causes of quality issues, implement corrective and preventive actions
(CAPA), and monitor results.
6.3 Collaborate with production, engineering, and project management teams to resolve
quality-related issues quickly.
6.4 Analyse trends from inspections, NCRs, and test results to recommend process optimizations.
6.5 Propose implementation of new tools, techniques, or technologies to reduce defects and improve
consistency.
6.6 Lead initiatives to streamline QA/QC workflows and eliminate bottlenecks.
6.7 Facilitate cross-functional problem-solving workshops to address recurring quality challenges.
7.0 Cross-Functional Coordination & Communication
7.1 Work closely with production, engineering, procurement, and project teams to ensure a consistent focus on quality.
7.2 Represent the QA/QC function in project meetings and client inspections, ensuring transparency and alignment.
7.3 Provide expert advice to management regarding quality trends, risks, and improvement opportunities.
7.4 Facilitate effective communication of quality standards, procedures, and expectations across all departments.
7.5 Coordinate with site and factory teams to ensure timely reporting and resolution of non- conformances.
7.6 Act as a liaison between QA/QC teams and external stakeholders, including clients, consultants, and regulatory bodies.
8.0 Health, Safety & Environmental Compliance
8.1 Ensure QA/QC activities align with company HSE (Health, Safety, and Environment)
policies.
8.2 Support incident investigations when quality issues affect safety or compliance.
8.3 Identify potential safety or environmental risks related to production or material handling and recommend preventive measures.
8.4 Ensure proper handling, storage, and disposal of materials in compliance with environmental regulations.
8.5 Promote a culture of safety and environmental responsibility within the QA/QC team.
8.6 Collaborate with HSE officers to incorporate quality considerations into safety audits and inspections.

10.7 Track KPIs and quality performance metrics to identify trends and drive ongoing operational
improvements.
a) Bachelor’s degree in Civil Engineering, Quality Management, Industrial Engineering, or a related field.
b) Proven experience in quality assurance and quality control, preferably in precast concrete, construction, or manufacturing.
c) In-depth knowledge of industry standards, codes, and specifications (ASTM, ACI, BS, ISO, etc.).
d) Certification in Quality Management Systems (e.g., ISO 9001 Lead Auditor, Six Sigma Green/Black Belt) is highly desirable.
e) Strong understanding of concrete technology, mix design, and material testing procedures.
f) Demonstrated experience in leading QA/QC teams, supervising inspectors, and coordinating with cross-functional project teams.
g) Strong analytical and problem-solving skills, with the ability to identify root causes of quality issues and implement effective corrective actions.
