JOB PURPOSE
The Safety Health Officer is responsible for promoting and ensuring a safe and healthy working environment for all employees, contractors, and visitors on site or within the organization. The role involves developing, implementing, and monitoring safety policies, procedures, and programs to minimize occupational risks, prevent accidents, and ensure compliance with statutory regulations, company standards, and best practices. The Safety Health Officer conducts regular inspections, audits, and risk assessments to identify hazards and implement preventive or corrective measures. They provide guidance, training, and awareness programs to staff to foster a culture of safety, compliance, and proactive risk management. In the event of incidents, the officer investigates, documents, and reports findings, recommending remedial actions and improvements. Additionally, the Safety Health Officer collaborates with project managers, engineers, site supervisors, and other stakeholders to integrate safety into operational and project planning processes. They ensure that all safety records, reports, and documentation are accurately maintained and communicated to management, regulatory bodies, and other relevant parties. The role contributes to continuous improvement initiatives, driving a culture of safety, accountability, and operational excellence across the organization.
KEY RESPONSIBILITIES
1.0 Safety Policy & Compliance
1.1 Develop, implement, and maintain safety policies, procedures, and programs in accordance with legal regulations, company standards, and industry best practices.
1.2 Monitor compliance with statutory requirements, company safety policies, and project-specific safety standards.
1.3 Review and update safety policies regularly to align with changes in legislation, industry standards, or project requirements.
1.4 Ensure all employees, contractors, and visitors are aware of, understand, and adhere to safety policies.
1.5 Conduct regular audits to verify adherence to safety policies and identify areas for improvement.
1.6 Provide guidance and support to management and teams on the interpretation and application of safety policies.
1.7 Maintain records of policy implementation, compliance checks, and any corrective actions taken.
2.0 Risk Assessment & Hazard Management
2.1 Conduct regular site inspections, audits, and risk assessments to identify hazards and unsafe practices.
2.2 Recommend and implement preventive or corrective actions to mitigate identified risks.
2.3 Evaluate potential risks associated with new projects, processes, or equipment before implementation.
2.4 Maintain a risk register and ensure all hazards are documented, tracked, and addressed.
2.5 Conduct job hazard analyses (JHAs) or task risk assessments for specific activities.
2.6 Collaborate with project teams to ensure risk control measures are practical and effectively implemented.
2.7 Monitor and review the effectiveness of implemented risk mitigation measures and update strategies as required.
2.8 Provide guidance and training to staff on identifying and managing workplace hazards.
2.9 Investigate near-misses and unsafe acts to identify root causes and prevent recurrence.
2.10 Advise management on emerging risks, trends, and potential safety improvements.
2.11 Ensure that all high-risk activities have proper permits and controls in place before execution.
2.12 Foster a proactive safety culture by encouraging reporting of hazards and unsafe conditions.
3.0 Incident Investigation & Reporting
3.1 Investigate accidents, incidents, near-misses, and occupational illnesses, documenting findings thoroughly.
3.2 Prepare incident reports and recommend remedial measures to prevent recurrence.
3.3 Conduct root cause analysis for all reported incidents to identify underlying factors.
3.4 Interview involved personnel and witnesses to gather accurate information about incidents.
3.5 Review safety procedures and work practices related to the incident to identify gaps.
3.6 Ensure corrective and preventive actions are implemented and tracked to closure.
3.7 Maintain detailed records of all incidents, investigations, and follow-up actions.
3.8 Communicate incident findings and lessons learned to management and staff to prevent recurrence.
3.9 Monitor trends in incidents to identify high-risk areas or recurring safety issues.
3.10 Collaborate with regulatory authorities, insurance providers, or auditors as needed for incident reporting.
3.11 Conduct follow-up inspections to verify effectiveness of implemented corrective measures.
3.12 Support the development and revision of safety protocols based on incident analysis.
4.0 Safety Training & Awareness
4.1 Organize and conduct safety training sessions, toolbox talks, inductions, and awareness programs for employees, contractors, and visitors.
4.2 Promote a safety-conscious culture through regular communication, campaigns, and workshops.
4.3 Develop and update training materials to reflect current regulations, company policies, and industry best practices.
Ensure all new employees and contractors receive proper safety induction before starting work.
4.4 Monitor and track attendance and completion of all safety training programs.
4.5 Conduct refresher training sessions to reinforce safety knowledge and awareness.
4.6 Evaluate the effectiveness of training programs and recommend improvements as needed.
4.7 Provide targeted training for high-risk activities or specialized tasks.
4.8 Encourage active participation and feedback from employees during training sessions.
4.9 Support management in promoting leadership involvement in safety initiatives.
4.10 Organize safety campaigns, competitions, or awareness events to engage staff and reinforce safety practices.

5.0 Emergency Preparedness & Response
5.1 Develop, implement, and maintain emergency response plans, evacuation procedures, and drills.
5.2 Coordinate emergency response activities and ensure readiness of emergency equipment.
5.3 Conduct regular emergency drills and simulations to test response effectiveness.
5.4 Identify potential emergency scenarios and assess risks associated with each.
5.5 Ensure emergency exits, routes, and assembly points are clearly marked and accessible.
5.6 Train employees and contractors on emergency procedures, roles, and responsibilities.
5.7 Maintain and inspect emergency equipment such as fire extinguishers, alarms, and first aid kits.
5.8 Review and update emergency response plans based on lessons learned from drills or actual incidents.
5.9 Liaise with local emergency services and authorities for support and compliance.
5.10 Document all emergency preparedness activities, drills, and incidents for reporting and audit purposes.
5.11 Ensure communication systems and protocols are in place and functional during emergencies.
5.12 Monitor and enforce compliance with emergency preparedness policies and procedures.
6.0 Coordination with Project Teams
6.1 Collaborate with site engineers, project managers, contractors, and other stakeholders to integrate safety into project planning and execution.
6.2 Provide safety guidance during construction, maintenance, or operational activities.
6.3 Attend project meetings to discuss safety requirements, risks, and progress updates.
6.4 Review project plans, method statements, and work procedures to ensure safety considerations are incorporated.
6.5 Advise on safe work practices, equipment use, and operational procedures to prevent accidents.
6.6 Coordinate with supervisors and team leads to ensure compliance with safety policies on site.
6.7 Facilitate communication between safety teams and project teams to address hazards or concerns promptly.
6.8 Support management in integrating safety milestones into project schedules.
6.9 Monitor implementation of safety measures during project execution and provide corrective guidance as needed.

7.0 Health & Environmental Compliance
7.1 Monitor occupational health programs and environmental compliance on site.
7.2 Support initiatives to reduce environmental risks and promote sustainable practices.
7.3 Conduct regular inspections to ensure health, hygiene, and environmental standards are maintained.
7.4 Ensure compliance with legal and regulatory requirements related to occupational health and environmental protection.
7.5 Provide guidance to employees, contractors, and visitors on health and environmental policies and best practices.
7.6 Identify potential environmental hazards or risks associated with site activities and recommend mitigation measures.

8.0 Safety Monitoring & Reporting

9.0 Contractor & Subcontractor Safety Oversight
9.1 Ensure that all contractors and subcontractors comply with safety regulations and company policies.
9.2 Conduct safety inductions, monitoring, and inspections for third-party personnel.
9.3 Review contractor and subcontractor safety plans, method statements, and risk assessments prior to work commencement.
9.4 Monitor contractor work activities to ensure safe practices and adherence to approved procedures.
9.5 Identify unsafe practices or non-compliance by contractors and initiate corrective actions.
9.6 Maintain records of contractor and subcontractor safety performance and incidents.
9.7 Provide guidance and support to contractors on implementing effective safety measures.
9.8 Coordinate with project management to enforce contractual safety requirements.
9.9 Ensure contractors are equipped with necessary personal protective equipment (PPE) and safety tools.
9.10 Conduct periodic audits of subcontractor safety compliance and report findings to management.
10.0 Safety Equipment & Resource Management
10.1 Ensure proper availability, maintenance, and usage of personal protective equipment (PPE) and safety tools.
10.2 Monitor safety equipment readiness and coordinate procurement or replacement as needed.
10.3 Conduct regular inspections of safety equipment, tools, and machinery to ensure functionality and compliance with standards.
10.4 Maintain inventory records of all safety equipment, PPE, and emergency tools.
10.5 Ensure proper storage, handling, and calibration of safety equipment and devices.
10.6 Train employees and contractors on correct use, maintenance, and limitations of safety equipment.
10.7 Coordinate with procurement and logistics teams to ensure timely availability of required safety resources.
10.8 Replace or repair defective or expired safety equipment promptly to maintain site safety standards.
10.9 Monitor usage patterns to prevent misuse, overuse, or shortages of safety equipment.
10.10 Ensure compliance with regulatory standards and manufacturer instructions for all safety tools and equipment.
10.11 Support audits and inspections by providing evidence of proper equipment maintenance and availability.
11.0 Reporting & Advisory Role
11.1 Advise management on safety risks, regulatory changes, and strategies to enhance occupational health and safety.
11.2 Act as the point of contact for safety audits, inspections, and compliance reviews by authorities or clients.
11.3 Prepare and submit detailed safety reports, including analysis of incidents, trends, and corrective actions.
11.4 Provide recommendations for improving safety performance and mitigating potential hazards.
11.5 Support management in developing safety objectives, goals, and key performance indicators (KPIs).
11.6 Participate in strategic planning to ensure safety considerations are integrated into project and operational decisions.
11.7 Communicate updates on regulatory requirements and best practices to all relevant personnel.
11.8 Collaborate with cross-functional teams to resolve complex safety issues and ensure compliance.
11.9 Provide guidance on safety-related contractual obligations and compliance requirements.

Promote feedback mechanisms to capture suggestions for improving safety practices and procedures.
a) Bachelor’s degree in occupational safety and health or related engineering discipline
b) Registered Safety and Health Officer (SHO) with DOSH, holding a valid SHO green Book
c) Minimum five(5) years of relevant working experience, preferably in infrastructure, viaduct, LRT / MRT, or bridge projects is an advantage.
d) Good communication skills to liaise with project teams, clients, contractors, and regulatory authorities
e) Strong Knowledge of : Occupational Safety and Health Act 1994 (OSHA 1994)
f) CIDB Safety requirement and major hazard control.
