JOB PURPOSE
The Site Engineer is responsible for ensuring the successful technical execution of construction projects by coordinating engineering activities, implementing design specifications, and supporting project planning and delivery. This role serves as the technical backbone of the project, ensuring that all construction works are executed efficiently, safely, and in compliance with design, regulatory, and client requirements. The Project Engineer acts as a bridge between the project management team, contractors, consultants, and site personnel, providing expert guidance, resolving technical challenges, and monitoring project progress to achieve project objectives. Additionally, the Project Engineer supports cost-effective construction practices through value engineering, risk management, and process optimization. The role involves continuous monitoring of quality, materials, and workmanship while fostering collaboration among multidisciplinary teams to ensure smooth project execution, timely completion, and alignment with overall project goals.
KEY RESPONSIBILITIES
1.0 Project Planning & Execution
1.1 Assist the Project Manager/construction Manager in developing project schedules, work plans, and resource allocation.
1.2 Ensure that technical execution aligns with design drawings, specifications, and client requirements.
1.3 Monitor project progress and provide updates on schedule, quality, and risks.
1.4 Coordinate multidisciplinary teams to achieve project objectives efficiently.
1.5 Identify potential delays or bottlenecks and propose corrective measures.
1.6 Support the preparation of detailed work breakdown structures and activity sequencing for projects.
1.7 Track project milestones and deliverables to ensure timely completion.
1.8 Assist in resource planning to optimize manpower, equipment, and materials allocation.
1.9 Collaborate with procurement teams to align material availability with the project schedule.
1.10 Support the development of contingency plans to address potential schedule or resource disruptions.
1.11 Provide input for project cost monitoring and help identify areas for efficiency improvements.
1.12 Participate in weekly or monthly project progress meetings and provide technical insights.
1.13 Review and report on project performance metrics to identify areas of concern early.
1.14 Ensure integration of safety, quality, and environmental considerations into project planning.
2.0 Design Review & Implementation
2.1 Review design drawings, specifications, and technical documents for accuracy and constructability Coordinate with design consultants to clarify technical requirements and resolve discrepancies.
2.2 Ensure timely implementation of approved design changes on-site.
2.3 Conduct constructability reviews to optimize workflow and reduce risks.
2.4 Prepare shop drawings, material submittals, and method statements in line with project requirements under guidance of Construction Manager and Sr. QAQC engineer.
2.5 Coordinate with Document Controller to Track and document all design approvals, revisions, and comments for audit and reference.
2.6 Liaise with QA/QC and HSE teams to integrate quality and safety considerations into design implementation.
2.7 Support junior engineers and site staff in interpreting and applying design drawings on-site.
2.8 Identify potential technical conflicts between design intent and site conditions and propose solutions.
2.9 Participate in design review meetings and workshops with consultants, contractors, and internal teams.
2.10 Monitor implementation of design changes to ensure alignment with project specifications and schedule.
2.11 Ensure that all design documentation, including revisions and approvals, is properly filed and maintained.
3.0 Quality Assurance & Compliance
3.1 Conduct inspections and audits to ensure works meet quality standards and project specifications.
3.2 Responsible to Prepare Material submission approval (MSA) in coordination with Sr. QA/QC engineer.
3.3 Recommend corrective actions for non-conformities (NCR) and verify their implementation.
3.4 Collaborate with QA/QC and HSE teams to maintain compliance with safety, quality, and regulatory standards
3.5 The Project Engineer is the main point of communication for responding to and closing any NCR related to QA/QC or HSE.
3.6 Maintain accurate records of inspections, approvals, and technical correspondence.
3.7 Participate in testing and commissioning activities to verify compliance with design and project specifications.
3.8 Ensure all materials, equipment, and workmanship meet project and regulatory requirements before acceptance.
3.9 Conduct follow-up inspections to confirm that corrective and preventive measures are effective.
3.10 Support internal and external audits by providing technical documentation and evidence of compliance.
3.11 Provide guidance and training to site staff and contractors on quality standards, inspection procedures, and reporting requirements.
3.12 Identify recurring quality issues and suggest improvements to reduce defects and rework.
3.13 Coordinate with design and construction teams to implement quality improvement initiatives across the project.
3.14 Coordinate with DC in Maintaining a log of non-conformities, corrective actions, and lessons learned for future reference.
3.15 Monitor contractor performance against contractual quality obligations and take appropriate action when required.
3.16 Promote a culture of continuous quality improvement and proactive problem-solving within the project team.
4.0 Risk Management
4.1 Identify potential technical, design, and execution risks.
4.2 Develop and implement mitigation strategies to minimize impact on cost, schedule, and quality
4.3 Conduct Workshops on HIRAC for all method statements prior to execution of works as stated in the requirement.
4.4 Maintain a risk register and monitor the effectiveness of risk management measures.
4.5 Escalate significant risks to the Project Manager with actionable recommendations.
4.6 Conduct regular risk assessments throughout project planning, design, and execution phases.
4.7 Collaborate with contractors, consultants, and internal teams to proactively identify emerging risks.
4.8 Evaluate the impact of design changes, material substitutions, and site conditions on project risks.
4.9 Implement preventive measures to reduce the likelihood of delays, cost overruns, or technical failures.
4.10 Monitor contractor and supplier performance to detect potential risks early.
4.11 Document lessons learned from risk events and integrate them into future project planning.
4.12 Support the preparation of risk reports and dashboards for management review.
4.13 Promote a proactive risk-aware culture among project staff, encouraging early reporting and mitigation.
4.14 Coordinate with QA/QC and HSE teams to ensure safety, compliance, and environmental risks are considered in risk management plans.
4.15 Provide guidance to junior engineers and site staff on risk identification, assessment, and mitigation practices.
5.0 Site handling & coordination.
5.1 Ensure all activities on site are according to Method statements and shop drawings.
5.2 Project engineer should coordinate with Construction Manager, Launching engineers, PT mangers, Superintendents, Site teams, HSE teams and QA/QC.
5.3 Initiate Request for inspections and responsible to close all RFIs
5.4 Responsible to provide all the required documents for monthly claims coordinating with Quantity surveyors and contract managers.
5.5 Responsible to inspect works and fill checklists as stated in method statements.
5.6 Responsible for executing post-tensioning works and submitting PT records to the PT Manager for further review and approval.
5.7 Support commissioning, handover, and post-construction technical queries.
5.8 Facilitate root-cause analysis for recurring issues and propose preventive measures.
5.9 Collaborate with design consultants, contractors, and site teams to identify practical solutions for on-site challenges.
5.10 Provide timely recommendations to minimize project delays, cost impacts, and rework.
5.11 Monitor implementation of corrective actions to ensure effectiveness and adherence to specifications.
5.12 Maintain records of technical issues, resolutions, and lessons learned for future reference.
5.13 Conduct technical workshops or discussions with project teams to address complex problems.
5.14 Conduct Permit to load (PTL) , permit to unload Inspections on Temporary works with Temporary works engineer ( PE) , CICE. etc
5.15 Advise junior engineers and site staff on proper construction techniques, material usage, and problem-solving approaches.
5.16 Coordinate with QA/QC and HSE teams to ensure technical solutions maintain safety and regulatory compliance.
5.17 Proactively identify potential technical issues before they escalate and recommend preventive measures.
6.0 Stakeholder Coordination & Communication
6.1 Serve as the liaison between project teams, contractors, consultants, and clients on technical matters.
6.2 Participate in progress meetings and present technical updates.
6.3 Ensure effective communication of technical requirements, changes, and decisions.
6.4 Support cross-functional collaboration to resolve technical challenges efficiently.
6.5 Maintain clear and traceable records of all communications with stakeholders.
6.6 Coordinate with internal teams, including QA/QC, HSE, and procurement, to ensure alignment on project requirements.
6.7 Facilitate workshops or review sessions with stakeholders to address technical issues and improve project outcomes.
6.8 Respond promptly to queries from contractors, clients, or consultants with accurate guidance.
6.9 Escalate critical technical issues to the Project Manager or senior management with actionable recommendations.
6.10 Monitor stakeholder feedback and ensure concerns are addressed effectively and timely.
6.11 Build and maintain strong professional relationships to foster trust and collaboration across project teams.
6.12 Ensure that all technical communications are concise, accurate, and in line with project objectives.
7.0 Resource & Team Management
7.1 Supervise and guide junior engineers, draftsmen, and site staff.
7.2 Allocate tasks effectively to optimize team performance.

8.0 Reporting & Documentation
8.1 Prepare , progress updates, Method statements, and documentation for management and clients.
8.2 Maintain organized records of design approvals, submittals, inspections, and correspondence.
8.3 Develop trackers or dashboards to monitor project performance and technical issues.
8.4 Ensure all reports and documents are accurate, timely, and compliant with organizational standards.
8.5 Document lessons learned from technical challenges, risks, and deviations for future projects.
8.6 Prepare reports required for audits, client reviews, and regulatory submissions.
8.7 Track key performance indicators (KPIs) related to quality, schedule, and technical compliance.
8.8 Provide predictive analysis to anticipate potential delays, risks, or cost impacts.
8.9 Ensure version control and accessibility of all technical documentation to authorized personnel.
8.10 Compile periodic reports summarizing team performance, resource utilization, and project milestones.
8.11 Support project close-out documentation, including as-built drawings, technical manuals, and commissioning reports.
8.12 Coordinate with stakeholders to validate and approve reports before submission.
8.13 Implement standardized reporting templates and procedures to improve clarity and efficiency.
8.14 Maintain historical documentation for reference, audits, and continuous improvement initiatives.
8.15 Review and consolidate contractor reports to ensure consistency with project requirements.
9.0 Procurement & Material Coordination
9.1 Coordinate with procurement teams to ensure timely availability of materials and equipment.
9.2 Review technical specifications of materials with Construction manager or Project manager before procurement.
9.3 Support evaluation of vendor proposals and verify technical compliance.
9.4 Resolve material quality and compatibility issues through Material Submission Approval (MSA) in coordination with the Senior QA/QC Engineer prior to installation.
9.5 Ensure materials meet design, safety, and quality requirements before use on-site.
9.6 Monitor material delivery schedules to prevent delays in construction activities.
9.7 Conduct site inspections to verify compliance and suitability of delivered materials.
9.8 Maintain records of material approvals, submittals, and test certificates for audit and reference.
9.9 Coordinate with suppliers and contractors to resolve discrepancies, shortages, or defects.
9.10 Evaluate alternative materials or construction methods when required to meet project objectives.
9.11 Track material usage and report consumption to support budget control and forecasting.
9.12 Provide guidance on proper storage, handling, and installation to prevent damage or wastage.
9.13 Participate in procurement meetings to ensure technical requirements are fully addressed.
9.14 Collaborate with QA/QC and technical teams to ensure all procured items meet project standards.
9.15 Support dispute resolution with suppliers regarding quality or delivery issues.
10.0 Anti-Bribery Compliance

11.12 Promote proactive identification of potential issues and risks to minimize rework and delays.
a) Bachelor’s degree in Civil Engineering, Mechanical Engineering, or a related field.
b) Minimum 0-1 years of relevant experience in construction project execution and engineering.
c) Knowledge on Drafting Tools ACAD is preferred.
d) Strong understanding of construction methods, Shop drawings, Material submissions.
e) Knowledge on project planning, scheduling, and resource management tools (e.g., Primavera P6, MS Project).
f) Familiarity with quality assurance, safety standards, and regulatory compliance in construction projects.
g) Experience in reviewing and interpreting technical drawings, specifications, and contracts.
h) Prior exposure to procurement processes, material approvals, and vendor evaluation is an advantage
i) Demonstrated ability to analyze risks, solve technical problems, and implement process improvements.
j) Excellent written and verbal communication skills to coordinate with clients, contractors, and internal teams.
