Job Description

  

To be responsible for implementing, monitoring, and enforcing safety and health policies at the construction site in compliance with the Occupational Safety and Health Act (OSHA) 1994, Factories and Machinery Act (FMA) 1967, and Construction Industry Development Board (CIDB) requirements. The role ensures that all site activities are carried out safely, workers are protected, and risks are minimized, while fostering a culture of safety awareness and regulatory compliance. This position involves conducting regular site inspections, identifying potential hazards, and recommending preventive measures to mitigate risks. The Site Safety Supervisor is also responsible for coordinating with project managers, site engineers, and contractors to ensure safety protocols are integrated into daily operations and project planning. Additionally, the role includes delivering safety training, toolbox talks, and inductions to all site personnel, investigating incidents and near-misses, maintaining safety records, and supporting emergency preparedness and response planning. 

KEY RESPONSIBILITIES

1.0 Safety Supervision & Monitoring

1.1 Supervise and monitor daily construction activities to ensure compliance with safety policies and statutory regulations.

1.2 Conduct regular site inspections and audits to identify hazards, unsafe practices, and non- compliance. 

1.3 Ensure proper use of personal protective equipment (PPE) and safe working procedures by all site personnel.

1.4 Monitor adherence to site-specific safety plans, procedures, and risk assessments, ensuring all activities are performed safely.

1.5 Identify potential hazards and unsafe conditions, and implement corrective actions promptly to prevent accidents.

1.6 Oversee high-risk operations, including lifting, scaffolding, excavation, and working at heights, ensuring compliance with safety standards.

1.7 Ensure that all contractors, subcontractors, and visitors comply with site safety regulations and induction requirements.

2.0 Risk Assessment & Control

2.1 Assist in preparing Job Hazard Analysis (JHA), Permit-to-Work (PTW), and risk assessments.

2.2 Identify potential hazards and recommend corrective and preventive measures.

2.3 Monitor high-risk activities such as lifting operations, confined space work, and working at height.

2.4 Review and update risk assessments regularly to reflect changes in site conditions, project scope, or work methods.

2.5 Ensure all safety permits (e.g., hot work, electrical, excavation) are obtained and adhered to before commencement of work.

2.6 Collaborate with site engineers, project managers, and subcontractors to implement risk mitigation measures effectively.

2.7 Conduct follow-up inspections to verify the effectiveness of control measures and compliance with approved safety procedures.

3.0 Safety Training & Awareness

3.1 Conduct safety inductions for new workers and subcontractors.

3.2 Lead daily toolbox talks and regular safety briefings.

3.3 Promote safety awareness campaigns and training sessions to foster a strong safety culture.

3.4 Develop and update training materials to ensure they reflect current safety standards, site requirements, and best practices.

3.5 Identify training needs for workers and supervisors and coordinate specialized safety courses as required.

3.6 Monitor the effectiveness of safety training programs through assessments, feedback, and on-site observations.

3.7 Coach and mentor team members to reinforce safe work practices and hazard recognition skills.

3.8 Ensure subcontractors and visitors receive appropriate safety briefings and comply with site safety requirements.

4.0 Incident & Emergency Management

4.1 Report and investigate accidents, incidents, and near-misses, identifying root causes and corrective actions.

4.2 Maintain accurate records of incidents, unsafe acts/conditions, and corrective measures taken.

4.3 Assist in implementing emergency response plans and conducting evacuation drills.

4.4 Coordinate with site management, emergency response teams, and medical personnel during emergencies to ensure timely and effective action.

4.5 Review and update emergency response procedures regularly to reflect changes in site conditions or lessons learned from previous incidents.

4.6 Conduct post-incident investigations, prepare detailed reports, and recommend measures to prevent recurrence.

4.7 Ensure that all workers are aware of emergency procedures, evacuation routes, assembly points, and communication protocols.

4.8 Monitor the readiness of first aid kits, fire-fighting equipment, and other emergency response tools.

4.9 Facilitate drills and simulations to assess the effectiveness of emergency plans and identify areas for improvement.

4.10 Track and analyze incident trends, near-misses, and safety observations to inform proactive risk management strategies.

4.11 Ensure lessons learned from incidents are communicated to all relevant personnel and integrated into safety training programs.

5.0 Documentation & Reporting

5.1 Maintain site safety records, inspection checklists, permits, and reports.

5.2 Prepare weekly and monthly safety reports for submission to management and authorities.

5.3 Ensure compliance with statutory reporting requirements (e.g., DOSH notifications).

5.4 Maintain detailed logs of safety inspections, audits, incidents, and corrective actions for review and compliance purposes.

5.5 Track safety performance metrics, including near-misses, incidents, lost-time injuries, and training completion rates.

5.6 Ensure accurate documentation of toolbox talks, inductions, and safety briefings for all personnel on site.

5.7 Assist in the preparation of reports for internal and external audits, client inspections, and regulatory authorities.

5.8 Monitor and report on the implementation status of corrective actions from inspections or audits.

6.0 Safety Inspections & Audits

6.1 Conduct regular site safety inspections to identify hazards, unsafe acts, and non-compliance with safety standards.

6.2 Audit subcontractors and vendors to ensure adherence to company and statutory safety requirements.

6.3 Prepare inspection and audit reports, highlighting findings and corrective actions.

6.4 Follow up on corrective actions to ensure timely closure of safety issues.

6.5 Recommend improvements in safety practices based on audit results and observations.

6.6 Collaborate with project teams to ensure audit recommendations are implemented effectively.

6.7 Track safety performance metrics and report trends to management.

7.0 Health & Environmental Management

7.1 Monitor occupational health hazards and implement preventive measures for workers’ well-being.

7.2 Ensure proper handling, storage, and disposal of hazardous materials on-site.

7.3 Promote hygiene and sanitation practices among site personnel.

7.4 Support environmental compliance initiatives in line with regulations and company policies.

7.5 Conduct environmental impact assessments for site activities and suggest mitigation measures.

7.6 Coordinate with health and environmental specialists to address issues and implement programs.

7.7 Maintain records of health and environmental monitoring activities for reporting purposes.

8.0 Safety Leadership & Continuous Improvement

8.1 Promote a proactive safety culture by leading initiatives and setting safety performance expectations.

8.2 Mentor and guide site supervisors and workers on best safety practices.

8.3 Identify opportunities to improve safety systems, procedures, and tools.

8.4 Support management in implementing new safety technologies or digital monitoring tools.

8.5 Participate in industry safety forums and training to keep updated on best practices.

8.6 Develop and maintain safety performance dashboards and KPIs.

8.7 Encourage continuous feedback and learning to reduce incidents and enhance overall safety.

9.0 Emergency Preparedness & Response

9.1 Develop, implement, and maintain site emergency response plans and procedures.

9.2 Conduct regular emergency drills, including fire, evacuation, and medical response simulations.

9.3 Ensure all personnel are trained and aware of emergency procedures, assembly points, and communication protocols.

9.4 Coordinate with first aid teams, medical personnel, and external emergency responders.

9.5 Maintain and inspect emergency equipment, such as fire extinguishers, first aid kits, and alarm systems.

9.6 Review and update emergency plans based on lessons learned from drills or real incidents.

10.0 Safety Training & Competency Development

10.1 Conduct site inductions, toolbox talks, and safety briefings for all workers and subcontractors.

10.2 Identify training needs and arrange sessions on HSE regulations, PPE usage, and safe work practices.

10.3 Maintain training records and ensure all personnel are certified for their roles.

10.4 Mentor supervisors and team leaders on risk management, hazard identification, and safety enforcement.

10.5 Evaluate the effectiveness of training programs and update content as required.

10.6 Promote continuous learning and awareness of evolving safety standards and best practices.

 

11.0 Anti-Bribery Compliance

and policies.

Job Requirements

  

a) Minimum Diploma/Certificate in Occupational Safety & Health or related field.

b) Must be a registered Site Safety Supervisor (SSS) with DOSH (in accordance with 

c) Occupational Safety and Health (Safety and Health Officer) Order 1997).

d) Possession of Yellow Book certification from DOSH is mandatory.

e) At least 3–5 years of experience in construction site safety supervision, preferably in infrastructure or large-scale projects.

f) Strong knowledge of OSHA 1994, Factories and Machinery Act (FMA) 1967, CIDB regulations, and other relevant local safety legislation.

g) Proven experience in conducting safety audits, risk assessments, incident investigations, and compliance inspections on construction sites.

h) Familiarity with construction methods, civil and structural works, and associated site hazards.

i) Demonstrated ability to implement and maintain HSE management systems and promote a proactive safety culture.
