JOB PURPOSE
The Technical Engineer is responsible for the technical coordination, design management, drawing control, and interface management for the erection of approximately 500 Segmental Box Girders (SBG) using Segment Lifters, Launching Gantries and Trestles including the installation of bearings. The role ensures that temporary works designs, permanent works design checks, shop drawings, kinematics, bearing layouts, Post-tensioning drawings and elongation reports and approvals are properly developed – with necessary PE endorsements, reviewed, tracked, and distributed among all stakeholders including the Client’s Designer, Temporary Works Designers, Launching Gantry(LG) Designers, Scaffold/Trestle Designers, Contractors Independent Checking Engineer (CICE), and Sub‑consultants and Acre Works Construction Managers and Superintendents. The Technical Engineer reports to the Technical Manager and acts as the central technical document and design coordination point for safe and compliant bridge erection execution.
KEY RESPONSIBILITIES
1.0 Core Responsibilities
1.1 Develop and maintain Drawing Registers (IFC, Shop Drawings and Revisions).
1.2 Ensure controlled distribution of latest IFC drawings to Sub‑consultants and Sub‑contractors.
1.3 Track drawing revisions, superseded IFC drawings, Shop drawings and design calculations and approval statuses.
1.4 Develop, check and submit temporary works design calculations and shop drawings for Segmental Box Girder erection, precast beams, launching gantries, trestles and scaffolds.
1.5 Perform design checks on permanent works interfaces relevant to erection methodology.
1.6 Develop, check and distribute Launching Kinematics and lifting plans/sequences for LG, segment lifters and mobile and crawler cranes.
1.7 Maintain proper registers of all design documents (calculations and drawings), calculations, kinematics and approval processes and smooth distribution of these documents to Construction Managers and Superintendents.
1.8 Coordinate technical interfaces between Client’s Designer, Temporary Works Designers, Launching Gantry Designers, Scaffold/Trestle Designers and CICE.
1.9 Prepare technical reports and submission packages for review by the Technical Manager.
1.10 Prepare bearing schedules and plans for entire viaduct for installation purposes.
1.11 Prepare bar schedules, method statements for works
1.12 Review Post-Tensioning (PT) shop drawings and Elongation calculations and maintain registers of these alongside the PT Engineers.
1.13 Identify technical risks related to erection methods and propose mitigation measures.
1.14 Attend all related design coordination meetings and technical workshops.
1.15 Ensure all technical submissions comply with project specifications and standards.
2.0 Risk Management
2.1 Identify potential technical, design, and execution risks.
2.2 Develop and implement mitigation strategies to minimize impact on cost, schedule, and quality
2.3 Conduct Workshops on HIRARC for all method statements prior to execution of works as stated in the requirement.
2.4 Maintain a risk register and monitor the effectiveness of risk management measures.
2.5 Escalate significant risks to the Project Manager with actionable recommendations.
2.6 Conduct regular risk assessments throughout project planning, design, and execution phases.
2.7 Collaborate with contractors, consultants, and internal teams to proactively identify emerging risks.
2.8 Evaluate the impact of design changes, material substitutions, and site conditions on project risks.
2.9 Implement preventive measures to reduce the likelihood of delays, cost overruns, or technical failures.
2.10 Monitor contractor and supplier performance to detect potential risks early.
2.11 Document lessons learned from risk events and integrate them into future project planning.
2.12 Support the preparation of risk reports and dashboards for management review.
2.13 Promote a proactive risk-aware culture among project staff, encouraging early reporting and mitigation.
2.14 Coordinate with QA/QC and HSE teams to ensure safety, compliance, and environmental risks are considered in risk management plans.
2.15 Provide guidance to junior engineers and site staff on risk identification, assessment, and mitigation practices.
3.0 Stakeholder Coordination & Communication
3.1 Serve as the liaison between project teams, contractors, consultants, and clients on technical matters.
3.2 Participate in progress meetings and present technical updates.
3.3 Ensure effective communication of technical requirements, changes, and decisions.
3.4 Support cross-functional collaboration to resolve technical challenges efficiently.
3.5 Maintain clear and traceable records of all communications with stakeholders.
3.6 Coordinate with internal teams, including QA/QC, HSE, and procurement, to ensure alignment on project requirements.
3.7 Facilitate workshops or review sessions with stakeholders to address technical issues and improve project outcomes.
3.8 Respond promptly to queries from contractors, clients, or consultants with accurate guidance.
3.9 Escalate critical technical issues to the Technical Manager or senior management with actionable recommendations.
3.10 Monitor stakeholder feedback and ensure concerns are addressed effectively and timely.
3.11 Build and maintain strong professional relationships to foster trust and collaboration across project teams.
3.12 Ensure that all technical communications are concise, accurate, and in line with project objectives.
4.0 Resource & Team Management
4.1 Supervise and guide junior engineers, draftsmen, and site staff.
4.2 Allocate tasks effectively to optimize team performance.
4.3 Conduct training and workshops to enhance technical skills.
4.4 Promote collaboration, knowledge sharing, and accountability within the project team.

5.3 Develop trackers or dashboards to monitor project performance and technical issues.
5.4 Ensure all reports and documents are accurate, timely, and compliant with organizational standards.
5.5 Document lessons learned from technical challenges, risks, and deviations for future projects.
5.6 Prepare reports required for audits, client reviews, and regulatory submissions.
5.7 Track key performance indicators (KPIs) related to quality, schedule, and technical compliance.
5.8 Provide predictive analysis to anticipate potential delays, risks, or cost impacts.
5.9 Ensure version control and accessibility of all technical documentation to authorized personnel.
5.10 Compile periodic reports summarizing team performance, resource utilization, and project milestones.
5.11 Support project close-out documentation, including as-built drawings, technical manuals, and commissioning reports.
5.12 Coordinate with stakeholders to validate and approve reports before submission.
5.13 Implement standardized reporting templates and procedures to improve clarity and efficiency.
5.14 Maintain historical documentation for reference, audits, and continuous improvement initiatives.
5.15 Review and consolidate contractor reports to ensure consistency with project requirements.
