About the Role:
The Assistant Technical Manager (ATM) is responsible for overseeing the operational excellence and commercial integrity of the Engineering As A Service Team (Eaas. Reporting to the Technical Manager, the ATM Supervisor ensures the seamless delivery of installation, maintenance, and repair services while maintaining strict adherence to SLAs, safety protocols, and budgetary considerations. A key focus is the accurate translation of field activities into comprehensive technical reports and commercial documentation (e.g., service report, delivery orders, invoices/quotations) to drive business performance.

What You’ll Do:

Operational Leadership & Technical Oversight
  • Workforce Coordination: Organize and dispatch mobile technical teams for preventive and corrective maintenance, ensuring compliance with local statutory regulations, HSE standards, and site-specific requirements.
  • Quality Assurance: Audit and evaluate completed work orders to ensure all technical standards and SLAs are met. Perform regular cycle counts and inspections on tools, vehicles, and equipment.
  • Critical Event Management: Lead building shutdowns or high-priority repairs, coordinating related functions such as housekeeping, security, and access control to minimize downtime.
  • Technical Support: Provide hands-on troubleshooting assistance for complex mechanical and electrical issues and support building maintenance teams as required.

Reporting & Data Governance
  • Comprehensive Reporting: Prepare and finalize detailed technical incident reports, root cause analyses (RCA), and monthly operational summaries for management review.
  • CAFM/CMMS Management: Maintain 100% data integrity within the system, ensuring asset inventories, PPM schedules, Work Order status are updated in real-time.
  • Compliance Administration: Oversee the lifecycle of business licenses, vehicle leasing agreements, tool calibrations, and technician certifications.

Commercial & Financial Integration
  • Financial Documentation: Compile, verify, and submit accurate service reports and invoices to the Contract Support or Technical Manager for processing, ensuring all billable work is captured.
  • Commercial Awareness: Maintain a high-level understanding of contract margins, P&L impact within the portfolio, and the commercial components of the business to ensure service delivery remains profitable.
  • Quotation Development: Assist in generating service quotations based on the agreed Schedule of Rates (SOR) and provide recommendations for facility improvements that offer value-add opportunities.

Stakeholder & Talent Management
  • Culture & Leadership: Foster a high-performance culture by maintaining open and transparent communication, actively motivating team members, and building a collaborative environment.
  • Client Liaison: Act as a primary point of contact for clients, landlords, and end-users, managing escalations and response times effectively.
  • Training & Development: Onboard new hires and conduct continuous technical and safety training for experienced technicians to maintain a high-performance culture.

What You’ll Need:

Technical Knowledge & Experience
  • Industry Experience: Minimum of 5 ~ 8 years in building facilities management or a mobile service environment.
  • Specialization: Strong proficiency in MVAC (Mechanical, Ventilation, and Air Conditioning) and general Building M&E services.
  • Strategic Leadership: Proven ability to lead teams, solve complex problems under pressure, and communicate effectively across all organizational levels.

Communication & Commercial Skills
  • Language Skills:
    • Local Language: Native-level fluency (written and spoken) to effectively manage local technical workforces, vendors, and authorities.
    • English: Professional working-level proficiency. Must be able to draft technical reports, participate in management meetings, and handle business correspondence.
  • Technical Writing: Ability to draft formal technical reports, Root Cause Analysis (RCA), and Standard Operating Procedures (SOPs) in English
  • Commercial Acumen: Basic understanding of invoicing cycles, labour costing, and the relationship between operational efficiency and business revenue.
  • Interpersonal: Ability to navigate sensitive client issues with diplomacy and a "team-first" mindset.

Qualification & Education
  • Education: Diploma or Degree in Mechanical/Electrical Engineering or a related technical field from an accredited institution.
  • Certification: Relevant professional certifications (e.g., HVAC or Electrical certification, Project Management) are highly desirable.
