Duties & Responsibilities
Specific Task
1 Accountable for the overall development and delivery (end-to-end implementation) of procurement strategic strategies to maximize the value of spend on a total life cycle basis of operational contracts. To review and add when necessary tail end spent contract to increase automation of POs.
2 Lead the development of contracting strategies including tender, negotiation and award and the post-award contract management and continuous improvements against the deals for operational contracts.
3 Ability to interface effectively with CP and End User across a wide variety of backgrounds and levels, both at the plant and with parent company.
4 Garner support for key procurement goals and objectives via stakeholder management; able to align these goals to business needs and requirements.
5 Manage relationships with key third party providers so as to meet business challenges and identify improvement opportunities
6 Maintain a comprehensive understanding of the supply market, including: a strong understanding of the drivers of value and cost for principal providers in the market; strong knowledge of the risks in the market and how best to respond; and a clear view of the ways in which we can maximize market share capitalization for the benefit of the company.
7 Assist other team members to develop market based category intelligence and category strategies
8 Maintain full understanding of CP policies and procedures, Approval processes, Requisition to Pay processes, ERP related processes and procedures etc.
9 Develop and execute negotiation strategies based on Total Cost of Ownership (TCO), cost modelling etc.
10 Challenge and influence key stakeholders to consider alternative to meet business demand and create value.
11 Manage a team of Contract Buyers during pit stop, turnaround and special project based on requirements.
12 Understand, Execute and Improve the Materials Management Process, Including Inventory Management if required.
13 Understand, Execute and Improve CP Processes and Systems

General Task
1 Local Contracts Board secretary
2 Focal point to train key stakeholders such Contract Owner, Contract Holder and End-users on CP process, procedures and also Supplier conferences and refresher courses.
3 Focal point for internal and external audit
4 Stepping up to stand-in, represent and support the Contracts & Procurement Manager or and when required within the boundaries assigned.
5 Accountable to train new procurement recruits and on-boarding, facilitate CP workshop conduct, CO/CH training and refresher courses
6 Accountable as a Subject Matter Expert (SME) for CPPM, CMCP, HSSE Contractor Management and Strategic Cost Management or as assigned.
7 Ensure Governance is upheld in all tender that is carried out. Advice and advocate Processes Governance to End Users.
8 Other business related work being assigned to


Job Requirements

Job Requirements
University degree holder in Finance / Accounting/ Supply Chain/ Logistics/ Engineering or other applicable field with combined with 6-8 years of relevant procurement experience Oil and Gas (downstream manufacturing operation) as a Senior Buyer managing contractors or other contract related experience.
