The Contractor HSSE Executive is responsible for ensuring that contractor Health, Safety, Security, and Environmental (HSSE) requirements are met in alignment with industry standards, particularly the IOGP 423 guidelines. 

This role involves actively participating in the evaluation and selection of contractors, ensuring that their HSSE performance is thoroughly monitored throughout the duration of the contract. The executive will serve as a key point of contact for contractor HSSE personnel, providing guidance and support to maintain compliance with HSSE standards. Additionally, the role includes regular assessment of contractor adherence to safety protocols and ensuring that necessary corrective actions are taken when needed. 

 

KEY ACCOUNTABILITIES

Ensure Compliance with HSSE Standards:

  • Oversee contractor HSSE performance to ensure compliance with Health, Safety, Security, and Environmental (HSSE) requirements as outlined in IOGP 423 and relevant local regulations.
  • Ensure that contractor activities align with company-specific HSSE policies, procedures, and legal requirements, promoting a culture of safety throughout the project lifecycle.

Contract Evaluation and Selection:

  • Actively participate in the evaluation and selection of contractors, ensuring that their HSSE capabilities and resources meet the required standards.
  • Review contractor HSSE proposals, assess their approach to managing risks, and recommend necessary improvements to align with organizational expectations.

Monitor and Report Contractor HSSE Performance:

  • Continuously monitor contractor HSSE performance across all phases of the project, identifying areas of improvement and ensuring that corrective actions are implemented.
  • Conduct regular inspections, audits, and site visits to assess contractor adherence to HSSE procedures and identify any non-compliance issues.
  • Prepare and present regular HSSE performance reports to management, highlighting any concerns or improvements related to contractor activities.

Provide Guidance and Support to Contractor HSSE Personnel:

  • Serve as the primary point of contact for contractor HSSE personnel, offering support, advice, and guidance on best practices and compliance with HSSE standards.
  • Provide training and mentoring to contractor HSSE staff to enhance their understanding of company policies, safety standards, and industry practices.

Incident Investigation and Root Cause Analysis:

  • Assist in the investigation of any HSSE incidents involving contractors, ensuring that root causes are identified and corrective actions are implemented.
  • Support the development of incident reports, including lessons learned and recommendations to prevent future occurrences.

Promote a Safety Culture:

  • Foster a strong safety culture among contractors, encouraging proactive risk management and safe work practices.
  • Promote awareness of potential hazards, safe behaviors, and effective HSSE practices within contractor teams.

Ensure Effective Communication and Collaboration:

  • Collaborate closely with project management teams, contractors, and other stakeholders to ensure effective communication on HSSE matters.
  • Participate in regular HSSE meetings, safety audits, and performance reviews to align contractor activities with company objectives and safety standards.

Audit and Compliance Checks:

  • Lead or participate in periodic HSSE audits and inspections of contractor operations, ensuring that any findings are addressed and compliance is maintained.
  • Review contractor performance metrics and ensure they are meeting agreed-upon HSSE targets.

Continuous Improvement:

  • Work with contractors to implement continuous improvement initiatives aimed at enhancing HSSE performance and addressing emerging risks.
  • Recommend changes to policies or practices based on feedback from contractors and observations during site visits.

Documentation and Reporting:

  • Maintain comprehensive records of contractor HSSE performance, incidents, and corrective actions taken.
  • Ensure timely submission of required HSSE documentation, including incident reports, audit findings, and performance reviews.

 

REQUIREMENTS AND QUALIFICATIONS

  • Possess a bachelor’s degree in engineering or Safety discipline or equivalent qualification from recognized universities.
  • Experience in HSSE MS or Contractor Management
