The Head of Field Operations is responsible for the safe, efficient, and compliant operation and maintenance of all HEB production facilities in accordance with company policies and procedures. This role is also responsible for developing and managing short and long-term budgets and contracts associated with the operations and maintenance of HEB’s production facilities. Additionally, the Head of Field Operations oversees the performance management of all personnel within the Field Operations team, ensuring operational excellence and alignment with organizational objectives.
KEY ACCOUNTABILITIES
- Ensure all business activities comply with applicable Health, Safety, Security, Environment, Asset Integrity laws and regulations, including company policies, standards, and procedures.
- Maintain and operate all safety and environment-critical elements in accordance with approved Performance Standards.
- Ensure and oversee periodic audits and assurance reviews of production facilities, ensuring timely closure of identified gaps.
- Develop and plan short and long-term Work Programmes & Budgets (WPB) and Business Plans (BP) for operations and maintenance of surface production facilities.
- Prepare and manage the section’s budget, including expenditure reporting and forecasting per company schedules.
- Ensure expenditures align with approved Work Programmes & Budgets (WPB) and execution follows approved plans.
- Ensure the timely execution of maintenance and inspection plans to guarantee safe and reliable production operations.
- Responsible in ensuring accurate reporting of maintenance and inspection activities, including deferrals and backlogs.
- Accountable for all periodic production reporting to internal and external stakeholders.
- Responsible to ensure the Identification, documentation, reporting and management of operational risks, including those affecting safety and environment-critical elements.
- Accountable in ensuring all short and long-term contracts are in place to enable timely and cost-effective execution of approved work programmes.
- Accountable for periodic operations and maintenance reports for key meetings and committees (e.g., Weekly Reports, BBJV Quarterly Reports, Management Meetings).
- Recommend and lead continuous improvement initiatives and other company-required programmes.
- Participate in or lead audits and incident investigations as required; serve on the Incident Management Team (IMT).
- Assume delegation of authority as Incident Commander and/or Technical Manager when required.
- Manage performance of all personnel within the Field Operations team.
REQUIREMENTS AND QUALIFICATIONS
- Bachelor’s degree in engineering from an established institution, preferably Chemical, Electrical, Instrumentations, Mechanical, Structural or Process Engineering.
- Experience: Minimum of 20 years of work experience, with a minimum of 15 in the oil and gas industry. Candidates must also have a minimum of 10 years’ full-time experience in managing operations and maintenance of upstream oil and/or gas production and processing facilities (onshore or offshore), with a proven track record in leading multi-disciplinary teams, managing production reporting, and holding managerial or supervisory roles (e.g. Site Manager and Superintendent).
- Demonstrated ability to develop and manage high-value budgets and short and long-term contracts.
- Preferred Qualifications:
- Experience leading or managing inspection activities.
- Prior involvement in continuous improvement programs or operational excellence initiatives.
- Familiarity with Southeast Asian oil & gas operations and regulatory environments.
- Strong leadership and decision-making skills, including ability to act as Incident Commander or Technical Manager when required.
