This role plays a pivotal part in a Production Sharing Contract (PSC) setting, focusing on effectively and strategically managing contracts, procurement, regulatory compliance, audits and vendor.

performance mainly to support the business activities under its coverage and generally all facets of the business, including:

  • Plan and manage procurement process, contract status, and supplier performance to optimise cost-effectiveness, mitigate risks, and ensure PSC compliance.
  • Plan and manage demand management and resource planning, encompassing systems, processes, governance, and assurance to ensure optimal fulfilment, prevents value leakage, and maintains business continuity.

 

KEY ACCOUNTABILITIES

Leadership and Team Management

  • Provide robust leadership to the C&P Contract Management & Governance team, fostering collaboration and high performance.
  • Mentor, supervise, and guide the team for enhanced execution.
  • Develop growth strategy for the professional development of direct reports, ensuring excellence through objective settings and regular performance / progress reviews.
  • Allocate resources effectively and manage workload distribution within the team.
  • Identify and implement procurement enhancements across all businesses, especially for:
    • Standardizing tendering, procurement, and contracting processes.
    • Enhancing procurement process efficiency.
    • Elevating service levels and supplier management.
    • Optimizing procurement spending leveraging on economy of scale, consolidation of requirements and centralized planning.

C&P Strategy, Planning, and Budget

  • Develop and execute C&P strategies and contract management for business needs aligned with business goals, regulatory requirements, PSC terms.
  • Plan, manage, and execute the annual C&P strategy for major contracts and packages through a Master Procurement Plan (MPP), in line with Work Program & Budget (WP&B).
  • Implement a strategic sourcing approach by:
    • Identifying targeted spend areas.
    • Creating a sourcing team.
    • Developing team strategies and communication plans.
    • Gathering market Information.
    • Creating a supplier portfolio.
    • Negotiating, evaluating, committing, and agreeing.
    • Managing supplier relationships.
  • Identify areas for cost savings / effectiveness, value addition, and process optimization while minimizing risks in upholding compliance with Group Procedures and relevant regulatory requirements.
  • Stay updated on industry trends, market conditions, and technological advancements for continuous improvement in procurement practices.
  • Integrate and optimize common contracts used by businesses where applicable.

Contract Management 

  • Participate in contract negotiations, ensuring favorable terms and minimizing risks. 
  • Collaborate with legal and technical teams for contract drafting, review, and finalization, including service agreements, equipment procurement, and subcontracting. 
  • Department focal point for ERP – MAXIMO system. 
  • Upload established contracts into ERP – MAXIMO for full utilization by Contract Holders. Ensure accurate use of ERP – MAXIMO modules by Contract Owners and Contract Holders for their respective contracts. 

Tender Preparation and Management 

  • Lead the preparation of tender documents, ensuring accuracy, completeness, adherence to legal and regulatory requirements. 
  • Manage the entire tender process, from invitation to bid, evaluation to award recommendation. 
  • Lead and co-ordinate tender committee meetings, ensuring the recording and accuracy of all matters discussed. 

Contract Cost Management

  • Achieve optimal OPEX and CAPEX cost savings.
  • Maximize cost recovery and shareability.
  • Implement cost savings and cost avoidance strategies at pre-award and post-award stages.
  • Utilize effective tools for achieving optimum cost savings.

Stakeholder and Supplier Relations

  • Liaise with PETRONAS Group Procurement and other applicable PETRONAS divisions.
  • Manage relationships with existing and potential suppliers, ensuring effective communication, performance evaluation, and issue resolution.
  • Evaluate supplier capabilities, financial stability, and compliance with industry standards to maintain a reliable and competitive vendor base.
  • Collaborate with internal stakeholders to align procurement activities with project timelines and operational requirements.

Risk Management, Compliance and Assurance

  • Identify and assess risks related to contracts, procurement activities, regulatory compliance, and supplier relationships.
  • Develop and implement risk mitigation strategies to minimise contractual exposure and ensure compliance with relevant laws, regulations, PSC guidelines.
  • Collaborate with the legal team to address contractual disputes and claims in line with PSC provisions.
  • Stay updated on evolving laws, regulations, and industry standards relevant to the oil and gas industry.
  • Ensure operational compliance with laws, regulations, including PETRONAS Procurement Standard (PPS), environmental, health, safety, and industry-specific requirements.
  • Uphold compliance with Group / Business Procedures (especially Limits of Authority (LOA) and Tender Committee Terms of Reference), corporate governance, and ethical standards, enhancing C&P Procedures continuously.
  • Advise and educate Contract Owners and Contract Holders on corporate matters, governance, internal controls, and Group Procedures.
  • Lead, manage and co-ordinate all C&P assurance and audit exercises, either as auditor or auditee including all audit findings until close-out.
  • Conduct periodical self-assessment to assure functional compliance on C&P processes (pre and post award) against PPGUA / PPS and company’s policy and procedures.
  • Identify weaknesses / improvement areas and put in place effective controls to mitigate any exposure on procedural non-compliance and monetary Non-Recoverable Risks (NCRs)

Contract & Contractor Performance Management

  • Define performance measures and review consolidated performance outcome across all activities and processes periodically.
  • Assess and identify gaps against expected performance outcome and implement and manage improvement measures.

Reporting and Documentation

  • Maintain accurate records of procurement activities, contract management, and supplier interactions.
  • Prepare regular reports on procurement performance, achieved savings, and potential risks for senior management.
  • Timely delivery of required reports to PETRONAS as per PSC / PPS requirements.

Capability & Training

  • Assess, review and track the required competencies of C&P personnel, identify gaps and improvement areas.
  • Co-ordinate training plans and programs for the department.

 

REQUIREMENTS AND QUALIFICATIONS

  • Possess at least a Bachelor’s Degree in any discipline.
  • Strong knowledge / experience in C&P, strategic sourcing, contract management, and or category management. 
  • Over 15 years’ oil and gas industry experience, especially in supply chain management / C&P in Malaysian PSC environment, and with a minimum of 5 years’ experience in leadership / management role. 
  • Advanced knowledge of strategic sourcing for upstream oil and gas activities. 
  • Proficiency in Malaysian PSC and JOA agreement requirements and due process. 
  • Extensive oil and gas contract experience. 
  • Lead and manage teams with confidence and approachability. 
  • Strong teamwork, negotiation, problem-solving, and interpersonal skills. 
  • Work well under pressure, manage multiple priorities, and make sound legal judgments. 
  • Result-driven with organizational skills and proactive initiative. 
  • Knowledge of international oil and gas laws is beneficial. 
  • Excellent communication in English and Bahasa Malaysia.
