DUTIES AND RESPONSIBILITIES
The Mechanical Engineer is the focal person within the Maintenance Operations Department to provide support to platform facilities for any Mechanical static and rotating (pump) related to maintenance issues, technical and engineering supports including but not limited to:
- Major scheduled preventive and corrective maintenance activity.
- Mechanical static / Pump procedures
- Major/ minor annual shutdown planning
- Modification job including Management of Change (MOC) and Risk Assessment process.
The Mechanical Engineer to ensure all the Mechanical equipment are available, reliable, well maintain at all times and complied with codes & standards practices.
The Mechanical Engineer directly reports to Maintenance Operation Manager:
- Provide technical supports to platform facilities at PM3S and PM3N related to Mechanical Equipment such as Pump, Crane, valves, and package equipment such as water maker, Hypo chlorinator etc.
- Provide technical evaluation of Mechanical equipment and materials purchase, ensure all equipment complies with the necessary codes and standards, and suitable for intended purpose for facilities continuous operations.
- Assist other department (Facilities and Engineering Team) in relevant field of expertise to execute new or upgrade project related to mechanical static.
- Prepare Management of Change (MOC) and Risk Assessment (RA) for any modification job including technical evaluation, site execution and close out documentations.
- Take lead on reviewing platform Mechanical system Site Specific Procedures & Maintenance Procedures.
- Supervise all Mechanical maintenance and inspection work onshore and offshore to meet performance standard, preventive maintenance program.
- Develop contracting strategy and scope of work for maintenance service contract that covers all Mechanical works.
- Steward to the contract related to Mechanical scope including Annual Contracting Plan (ACP), pre and post contract management and contractor’s KPI.
- Prepare & review the work pack and Task Risk Assessment (TRA) for Mechanical job prior to work execution.
- Provide technical support & inputs to project team during concept study, FEED implementation of new facilities design if any.
- Review and update spare parts usage and inventory stock item requirements at KSB/TBSB/ASB and offshore Warehouse to support offshore operations and maintenance activities.
- Travel to offshore platforms and provide field support to offshore E maintenance team on matters within area of expertise.
- Monitor and ensure all mobilized vendors are strictly complied with the HSE requirement including PTW, TRA, PPE and any other safety campaign initiated at Platform facilities.
- Provide budget input related to Mechanical cost code including yearly Work Program Budget (WPB), quarterly budget reforecast, monthly budget accruals, vendor payment KPI etc.
KEY ACCOUNTABILITIES
- Liaise with offshore supervisors on all works pertaining to mechanical static, pumps and crane maintenance activities.
- Liaise with third party Contractor and Vendor/ Specialist to carry out mechanical maintenance work offshore including preparing work packs, work procedures, check list and Risk Assessment (RA). Ensure all documentations and reports are submitted as close out.
- Attend relevant meeting and provide technical support and field support to offshore team.
- Custodian for the mechanical maintenance strategy and ensure they are updated to reflect current industry standards/manufacturer guidelines.
- Participate in MPM PETRONAS audits, safety reviews and provide technical input from mechanical perspective as and when required.
- Participate in COMPANY internal audits, safety reviews and provide technical input from mechanical perspective as and when required.
- Attend Operations Department Integrated Operations Planning (IOP), Department Integrated Asset Planning (IAP) and Shutdown Planning Activities
- Attend and Initiate Facilities Site-Specific Procedures, Job Kick Off and Risk Assessment review with offshore supervisor.
REQUIREMENTS AND QUALIFICATIONS
- Possess a bachelor’s Degree in mechanical Engineering or equivalent qualification from recognized universities.
- Min 5 years of related working experience in mechanical static /rotating equipment (pump) in Oil and Gas industry.
- Experience in all type of Mechanical Valves, Crane, Pump, and other Field Mechanical Static devices
- Field experience in construction and modifications of Offshore Brownfield facilities is advantage.
- Be able to read and understand related Mechanical design drawings, schematics, datasheets, and P&ID’s.
- Knowledge in API standard
- Has a high standard of written and oral English and shall be an effective technical report writer.
- Experience in maintenance CMMS, Maximo system
