The Project Engineer reports directly to Manager, Projects Management and is responsible:

  1. For working as part of the project team to manage the overall activities in brownfield and minor projects for Hibiscus Malaysia operating assets. The tasks include maturing problems and/or opportunities within Hibiscus Malaysia operating assets throughout Front End Loading, Execution and Handover/Closeout phases of the project and will require the PE to report into the assigned Project Manager.
  2. in defining the project objective and manage the process of developing feasible solutions that solves the problem and/or exploiting opportunities to increase assets safety, operability, productivity and efficiency.
  3. In managing the cost, planning and contracting process for execution of the engineered solution while ensuring internal and external governance are being adhered at all times.
  4. For engaging and managing key stakeholders and obtaining the relevant approvals and endorsement throughout the project lifecycle.
  5. For working with multi-disciplinary teams within the Hibiscus structure, including Operations, Drilling, Subsurface to ensure project success.

 

KEY ACCOUNTABILITIES

  • Execute capital or operational projects according to the scope, schedule and budget.
  • Development of necessary slide packs and technical papers in accordance with internal and external requirements for project sanction, budgeting, contracting, etc.
  • Provide support to Project Manager in being responsible for all facets of project development and execution from budgeting, cost control, scheduling, engineering, construction, commissioning and the final and safe turnover to end user.
  • Liaise with members of engineering groups, other departments and design consultants to ensure requirements are incorporated within design.
  • Develop contracting plans and strategy for solicitation, evaluation and award of contract for detail engineering, procurement and construction.
  • Manage contractor preparation of detailed design drawings, material specifications and procurement, and/or construction bid packages.
  • Review and approve procedures in the execution of complex construction operations within the requirements of engineering design and specifications.
  • Review workpacks and support all activities in various construction areas, including close monitoring of planning and scheduling, construction methods and techniques and site preparation.
  • Coordinate activities and resolve issues to allow construction activities to progress according to plan and final mechanical completion.
  • Assist in procurement of materials and equipment with a view towards constructability and delivery times to conform to work schedules.
  • Advise the contractor’s supervisory personnel in executing work procedures, interpretation of specifications, and co-ordination of various phases of construction.
  • Participate in the review and approval of contractor’s proposal.
  • Main focal person to prepare/update/monitor the budget/forecast and expenditures for relevant projects.
  • Annual offshore site visits to manage the work and to build rapport with offshore teams.
  • Proactive in developing self to build up knowledge base across all engineering disciplines and related work areas.

 

REQUIREMENTS AND QUALIFICATIONS

  • Possess at least a bachelor’s degree in Engineering from recognized university/education institution.
  • Possess 3 to 5 years of experience in the oil and gas industry, including at least 2 years in a project management capacity, with experience in developing and controlling multi-disciplinary projects from conceptual design through to commissioning and completion.
  • Possess strong project management skills, with engineering design experience in any one of the engineering disciplines as an advantage.
  • Knowledge of Petronas Governing Standards and/or Petronas Procurement Standards will be an added advantage.
  • Ability to work effectively in a team environment with diverse groups ranging from technical staff to on-site operations personnel, complemented by strong conflict resolution, negotiation, people management, and effective oral and written communication skills.
  • Possess strong analytical and problem-solving abilities, with knowledge of basic economic evaluation techniques and the principles of hydrocarbon allocation from terminal to reservoir.
