The Senior Analyst, Procurement Assurance reports directly to the Manager, Procurement Governance & Assurance and is responsible for ensuring the integrity and effectiveness of procurement governance and assurance activities across the organization. The role supports both internal and external audit exercises, ensures compliance with PETRONAS, regulatory, and company policies, and drives continuous improvement and operational excellence within the Contract & Procurement (C&P) function. This position functions as an individual contributor, requiring strong cross-functional collaboration with internal departments, PETRONAS, and other functional teams within Hibiscus Malaysia to uphold transparency, compliance, and best practices in procurement governance.
KEY ACCOUNTABILITIES
Monitor procurement operations to ensure adherence to internal governance frameworks, PAC policies, and regulatory requirements. Review and update procurement SOPs, manuals, and policies to align with evolving business needs and best practices. Conduct periodic compliance reviews and spot-checks on procurement transactions and committee deliberations, identify governance gaps, and recommend corrective and preventive actions.
Serve as the focal point for internal and external procurement audits (e.g., Corporate, PAC, JV Partners). Coordinate end-to-end audit activities including documentation preparation, stakeholder coordination, and response consolidation. Track and follow up on audit findings, ensuring timely closure and management reporting. Facilitate post-audit reviews and lessons learned sessions.
Support Operational Excellence (OE) initiatives to enhance procurement efficiency, transparency, and process integrity. Identify improvement opportunities, implement process enhancements, and collaborate with cross-functional teams to institutionalize best practices.
Coordinate and monitor the Annual Budget Planning (ABP) process for the C&P department. Consolidate and validate budget inputs, support submission to Finance and approval bodies, and track actual versus planned expenditures. Identify variances and provide analytical insights to C&P leadership, including mid-year budget revisions and reforecast exercises.
Maintain and update compliance dashboards, governance reports, audit trackers, and performance KPIs to support management decision-making and ensure data accuracy and visibility.
Engage with Legal, Finance, Risk & Planning, and Project teams to ensure cohesive governance and risk management. Conduct awareness sessions and training programs on procurement policies, audit findings, and governance updates to strengthen compliance culture across the organization.
