Senior Engineer, LCOT Plant

The Senior Engineer, LCOT Plant reports directly to the Manager, LCOT Maintenance while offering support to all business units within the Company.

• To manage the budget compilation for submission, monitor the burnt rate and perform necessary analysis as well develop and improve contracts strategy including post award performance review. 
• to monitor and challenge total terminal cost, including CAPEX and OPEX and facilitate challenge session for cost effective execution in support of installation operations and maintenance.
• Collaborating with Maintenance Lead and Operation Lead and Plant Support Supervisor as well as discipline leads on asset integrity of LCOT and MOC focal, by monitoring spend within the budget, while maintaining PM/CM compliance, facility integrity and operation uptime.  
• To manage the data-based analysis of all asset performance and the delivery of overall Asset Integrity plans.
• To sustain high production reliability and reduce unplanned deferment for aging facilities.
• To provide timely and quality service/advice to operation/end users whilst maintaining a strong stand for compliance with Company approved procedures and safe practices

KEY ACCOUNTABILITIES

• Facilitate Root Cause Analysis (RCA) for the plant equipment failure to find the root cause of equipment failure and to maintain the equipment availability.
• Consolidate information from Activity Owner on monthly basis, analyze the burnt rate and provide timely update to planning team, Plant Manager and Maintenance Manager
• Focal point for LCOT Work Program Budget and Business Planing submission.
• Facilitate the internal budget challenge with Activity Owners and present the analysis of the budget to management. 
• Monitor progress for LCOT CAPEX projects and provide updates to the relevant parties.
• Focal point for Contracts, to develop tender strategies, monitor contract performance and provide suggestion to Contract Holders on post award contract review and management.
• Ensure all management of change (temporary and permanent) are managed in compliance with Company MoC framework
• Participate in internal review activities, inter-discipline check meetings, acceptance tests and pre-start up audits.
• Deliver minor plant modification projects and improvement plan as and when required.
• Participate/ lead HSSE incident investigation as required.
• Support audits as required.

REQUIREMENTS AND QUALIFICATIONS

• Possess at least a Bachelor’s Degree, Post Graduate Diploma, Professional Degree in Engineering or any technical discipline or equivalent Qualification from recognized universities/academic institution.
• A minimum of fifteen (15) to twenty (20) years of work experience, preferably with prior experience in onshore terminal and broad understanding of the Oil & Gas business.
• Knowledge of onshore/offshore installations or activities related to onshore and offshore facilities, oil production operations and gas processing would be beneficial. 
• Knowledge of Procurement, Tendering, Bidding, Evaluating and Contract management capability.
• Good business, team leadership and people management skills are essential
