The Senior Executive, Community Relations reports directly to the Manager, Stakeholder Relations and is responsible for building strong relationships with external stakeholders and fostering employee engagement initiatives that reinforce Hibiscus’ values and reputation.

 

  1. External Stakeholder & Community Relations – Develop and maintain strong relationships with local authorities, regulators, political representatives, community groups, NGOs, and industry stakeholders. Ensure Hibiscus’ standards on community relations, ethics, and stakeholder engagement are consistently upheld by employees and contractors, thereby strengthening the company’s reputation as a safe, ethical, socially responsible, and environmentally conscious operator. Support the design and delivery of corporate-led CSR programmes as required.
  2. Employee Engagement – Design and implement employee engagement initiatives that enhance workplace culture, foster meaningful employee experiences, and support retention. This includes planning events, recognition activities, and two-way communication platforms that contribute to a positive, engaging, and inclusive organizational environment.

 

KEY ACCOUNTABILITIES

Corporate Social Responsibility (CSR)

  • Propose, implement, and manage CSR programs that deliver sustainable impact and align with Hibiscus Petroleum’s strategic objectives.

Stakeholder Engagement

  • Strengthen relationships with PETRONAS, regulators, government agencies, state representatives, industry partners, and NGOs through strategic engagements, events, and networking.

Conferences, Exhibitions, and Events

  • Represent the company at industry conferences and exhibitions to ensure consistent visibility and positioning.

Brand Management & Reputation

  • Enhance the company’s image through industry participation, sponsorships, and corporate support aligned with brand values and strategy.

Employee Engagement Programs

  • Plan and deliver employee engagement initiatives (e.g., Family Day, Volunteer Week, townhalls, festive events) to foster unity and culture.

Employee Communications

  • Oversee internal communications (newsletters, digital platforms, communication systems) to ensure timely and engaging information flow.

Budget and Administration

  • Maintain accurate reporting, records, and Work Programme & Budget (WP&B) submissions for the Social Responsibility team.

Management of Maximo

  • System Ownership – Act as system owner and administrator to support departmental operations.
  • Data Management – Maintain accurate and timely data entry, updates, and records in Maximo.
  • Activity Monitoring – Monitor departmental activities and projects to enhance reporting and efficiency.
  • Training & Support – Provide training and guidance to ensure consistent and effective system usage.

Health, Safety, Security & Environment (HSSE)

  • Adhere to safe work practices, ensuring workplace safety for self and others.
  • Ensure compliance with the HSSE Management System, policies, and legal requirements.
  • Take responsibility for personal health and safety, as well as the safety of others impacted by departmental activities.
  • Promote safe behaviours, report hazards and incidents, and support HSSE programs.
  • Attend HSSE training, safety meetings, and workplace inspections as required.

REQUIREMENTS AND QUALIFICATIONS

  • Possess Bachelor’s Degree in Mass Communication, Public Relations, Media, Economics, Political Science, Community Development, or equivalent from a recognized institution.
  • 10–15 years’ experience in corporate communications, corporate responsibility, and/or community development, preferably within Oil & Gas or other highly regulated sectors.
  • Proven ability to manage multi-stakeholder relationships (government agencies, regulators, NGOs, community groups, industry partners) and build long-term partnerships.
  • Strong knowledge of media, online, and social media platforms, as well as Malaysian government structures and political affairs.
  • Excellent verbal and written communication, intercultural, analytical, and research skills.
  • Independent, results-driven, and able to apply strong problem-solving skills with innovative and proactive solutions.
  • Executive presence, professional demeanor, and strong business acumen.
  • Flexibility to work after hours, on weekends, and travel to remote locations when required.
  • Professional certifications in relevant areas will be an added advantage.
