The Senior Executive, HSSE Liaison reports to the Lead Specialist and is responsible for planning, implementing, monitoring, and supporting all Health, Safety, Security, and Environmental (HSSE) related matters. This includes developing HSSE policies and procedures to support day-to-day operations for both onshore and offshore teams. The role also involves identifying and mitigating HSSE risks in collaboration with asset teams, while fostering a generative HSSE culture. The incumbent will provide professional HSSE leadership and guidance to line functions to ensure HSSE is effectively managed within the scope.

Additionally, the position entails leading and executing HSSE plans and programs, raising awareness across teams, assessing and tracking HSSE training and competency development, and driving continuous improvement initiatives from line management.

KEY ACCOUNTABILITIES

  • Manage HSSE (liaison) resources as required by the Asset.
  • Lead and support effective risk management, including but not limited to HAZOPs, HAZIDs, Operational Risk Registers, Major Hazard Assessments, Bow-Tie and Barrier Analyses, and Environmental Critical Equipment reviews.
  • Facilitate SIMOPs (Simultaneous Operations) and develop Matrix for Permitting Operations arrangements.
  • Drive HSSE implementation to ensure all associated risks to personnel are managed to ALARP (As Low As Reasonably Practicable) levels, safeguarding people, the environment, assets, and company reputation.
  • Promote a strong safety culture at the drilling site.
  • Support stakeholders in establishing and monitoring relevant HSSE metrics (e.g., LTIs, recordable incidents) to enhance performance.
  • Ensure the implementation of HSSE goals for the asset and its contractors.
  • Facilitate asset-level incident investigations, including drafting Terms of Reference, and participate in investigations across other assets.
  • Communicate lessons learned from incidents across the broader organization.
  • Oversee Offshore & Onshore HSSE specialists and support staff to ensure smooth operational alignment.
  • Prepare, review, and monitor the annual HSSE work plan across asset activities, in coordination with SME teams and Asset teams.
  • Support and monitor contractor HSSE management processes from ITB stages to post-contract execution.
  • Conduct regular visits to assets, vessels, bases, and service providers during campaign/project phases.
  • Engage with contractors to uphold effective HSSE systems and culture throughout all levels.
  • Advise on and manage HSSE drills and exercises, including drill planning and quality assurance.
  • Collaborate across disciplines to support asset performance and offer HSSE guidance at all levels.
  • Analyse HSSE performance reports, identify gaps, and recommend improvement actions.
  • Stay informed of applicable legislation and HSSE best practices to ensure compliance.
  • Uphold HSSE standards by assessing the competency of marine vessel officers through pre-mobilization interviews and assessments.
  • Monitor and enforce HSSE procedures, ensuring updates on legislation and company directives are communicated to line functions.

REQUIREMENTS AND QUALIFICATIONS

  • Bachelor’s degree in a relevant field or equivalent qualification from a recognized university.
  • Certified Safety & Health Officer (SHO) is an added advantage, subject to role requirements.
  • 10–15 years of experience in auditing, incident investigation, and as a qualified independent HSSE professional.
  • Proficient in both Bahasa Malaysia and English.
  • Strong interpersonal, communication, and technical writing skills.
  • IT savvy and skilled in presentations.
  • Sound judgment in carrying out responsibilities and related activities.
  • Able to prioritize tasks and meet deadlines effectively.
  • Safety & Health Officer (SHO) certification.
  • Certified in incident investigation and auditing.
