Technical Manager

The Technical Manager is accountable for ensuring safe, efficient and effective delivery of production operations at all Hibiscus Brunei’s operated assets, and in alignment with the Company’s objectives, policies and procedures. This includes leading the planning, management, and control of short and long‑term production budgets, as well as the development and management of contracts required to execute the approved work programme.
In addition, the role is accountable for performance management, capability development, and overall effectiveness of personnel within the Technical Department.
KEY ACCOUNTABILITIES
- HSSE & Asset Integrity: Ensure full compliance with HSSE, regulatory, and asset integrity requirements including operation of safety and environmental critical elements in line with approved Safety Cases and Performance Standards.
- Production Operations: Lead end‑to‑end production operations, including field operations, reservoir and production optimisation, wells, facilities management, integrated planning, logistics, and warehousing, ensuring safe and cost‑effective delivery within approved budgets.
- Planning & Financial Control: Develop and deliver short and long‑term Work Programme & Budgets, Business Plans, and production forecasts. Responsible for overall management of departmental budgets, risks, and contracts.
- Reporting & Governance: Provide timely production and operational reporting and represent the company at internal and external forums as and when required.
- Leadership: Lead and manage overall performance of the Technical Department team; act as Incident Commander; chair or participate in key committees; support growth initiatives; and assume delegated Country Head authority when required.
REQUIREMENTS AND QUALIFICATIONS
- Minimum Bachelor’s Degree in Engineering from an established institution.
- Minimum 20 years’ professional experience, including 15 years in upstream oil and gas, with extensive exposure to production and processing assets (onshore and/or offshore).
- Proven leadership experience in operations, maintenance, and asset management of upstream oil and/or gas facilities, including senior roles such as Asset Manager or Head of Operations.
- Strong expertise in upstream production operations, asset performance optimisation, and management of maturing assets.
- Demonstrated capability in leading multi‑disciplinary teams, managing high‑value budgets, contracts, and commercial matters.
- Strong stakeholder management skills, particularly within Joint Venture environments.
- Experience in production planning (gas preferred) and operations in Southeast Asia is an advantage
- Strong leadership, communication, and interpersonal skills, with the ability to work collaboratively and manage stakeholder relationships.
- Proven analytical, problem‑solving, and conflict‑resolution capability.
- Solid knowledge of oil & gas health, safety, and environmental requirements.
- Valid Fitness‑to‑Work and T‑BOSIET certifications.
