Job Description

Job Objective:

This HR Manager position is one of the company's core management functions, and its goal is:

  • Building an HR system that fits the pace of a tech company
  • Supporting the simultaneous expansion of multiple business lines
  • Building a talent pipeline and improving recruitment efficiency
  • Building stable and replicable organizational capabilities

Job Overview:

  • The HR Manager position is intended to establish a standardized HR system for the company and support organizational expansion, encompassing comprehensive functions such as recruitment, performance management, organizational development, and culture building.

Responsibilities:

1. Organizational Structure and Workforce Planning

  • Based on the Ark Project's business layout, formulate annual human resource plans and job structures.
  • Assist in designing team structure, job descriptions, job level system, and reporting channels.

2. End-to-end recruitment management (Talent Acquisition)

  • Lead the recruitment of key positions (technology, product, operations, business, etc.).
  • Manage external headhunters and recruitment channels to improve recruitment efficiency and conversion rates.
  • Design the recruitment process (evaluation matrix, interview criteria, offer process).

3. Performance and Incentive System Development

  • Establish the company's performance system (OKR/KPI) and promote its implementation in each business unit.
  • Collaborate with finance to develop a compensation framework, annual salary adjustment mechanism, and incentive system.

4. Employee Relations and Corporate Culture Development (ER & Culture)

  • Handling employee relations, turnover analysis, and risk case management.
  • Promote the implementation of a culture of "open communication, rapid iteration, and user first".

5. Talent Development and Training System (L&D)

  • Design onboarding training, management training, and skills enhancement training.
  • Identify high-potential talent and develop career paths for advancement.

6. Establishment of Systems and Processes (HR Policies & Compliance)

  • Design and optimize HR systems: attendance, leave, performance, promotion, compensation, discipline, etc.
  • Ensure compliance with Malaysian labor laws, employment regulations, and cross-border employment compliance requirements.

7. HR Data Management (HR Analytics)

  • Establish an HR Dashboard to monitor metrics such as recruitment cycle, turnover rate, personnel costs, and organizational health.
  • Provide data-driven management recommendations.


Job Requirements

Education

  • A bachelor's degree in Human Resources, Psychology, or Business Administration (required)
  • CIPD, SHRM, HRDF, and other certifications are a plus.

Experience requirements

  • 5 to 10 years of HR experience.
  • Priority will be given to candidates with experience in building HR systems for internet, technology, and platform companies.
  • Candidates with experience in recruiting large numbers of technical positions (Engineering / Product / Data) will be given priority.

Must-Haves

  • Familiar with Malaysian labor laws (Employment Act, EA Amendments).
  • Excellent interviewing skills and the ability to judge candidates.
  • It can build HR systems, processes, and performance frameworks from scratch.
  • Strong communication skills, empathy, and conflict resolution skills.
  • Highly sensitive to data, able to provide recommendations based on HR data.
