Job Description

The successful candidate will lead the People Data, Pay & Benefits function to ensure accurate and timely pay outcomes, trusted people data, and effective benefits delivery, while safeguarding financial and regulatory integrity and strengthening stakeholder confidence in core HR services and data.  

Key responsibilities  
People Operations & Benefits Strategy

  • Develop and execute a digitally enabled people operations strategy covering payroll, workforce data/records, benefits, and position management.
  • Custodian all subsidiary's employee records, organisational structures, and position management to enable reliable downstream finance, Corporate HR, and workforce planning.
  • Collaborate with Finance and Corporate HR to align processes and resolve complex pay, data, and benefit issues.
  • Strengthen data governance, statutory and financial compliance, and audit readiness across all workstreams to build operational resilience and employee trust

Oversee End-to-End People Operations & Benefits Administration

  • Provide end-to-end governance of payroll, benefits administration, and people data across the company's Corporate Functions, and external vendor (including—aligning processes, standards, and integrations to ensure accuracy, timeliness, and pay integrity.
  • Manage external vendors (i.e. payroll provider, medical TPAs, and other benefits administrators) to ensure compliance with labour laws, data privacy requirements,
  • Group policies, and financial controls, while achieving Service Level Agreement (SLA) and Key Performance Indicators (KPIs)
  • Provide clear guidance to employees on benefits, pay, and data-related enquiries, ensuring consistent and trusted support.

Champion Process & Technology Optimisation  

  • Drive continuous process optimisation and digital enablement (i.e. GenAI enabled tools) to streamline and automate payroll, benefits, and data processes expanding self service and controls to improve cycle time and accuracy.
  • Use metrics to draw performance insights and establish financial controls via dashboard, reconciliations (e.g., payroll-to-GL), and variance analysis to monitor service quality, drive improvements, and support informed decision-making.

Developing Team Capability and Performance

  • Lead and develop a high-performing team of people operations and benefits specialist to deliver service excellence and resolve escalations across payroll, benefits, and people data with minimal business disruption.
  • Foster engagement, accountability, continuous improvement, and capability building to support future growth and transformation.

Job Requirements

  • Possess a University Bachelor’s Degree, with 10–13 years of HR operations experience, with strong expertise in payroll, benefits, and people data, including 5 years in a team leadership or service delivery management.
  • Deep expertise in payroll operations, benefits administration, and people data governance, including compliance to audit standards, tax rules, data privacy obligations and other statutory requirements.
  • Prior experience in managing external payroll and benefits vendors preferred; including SLA management, escalations, and compliance oversight.
  • Proven track record managing and optimising payroll, benefits, and data governance processes in regulated or high-volume environments.
  • Demonstrated experience in process improvement, automation, and digital enablement, including HRIS or payroll platforms (e.g., SuccessFactors, Workday), and an active adopt of Generative AI (GenAI) tools.
  • Excellent stakeholder management capability with strong interpersonal and communication skills.
  • Demonstrated success in building, coaching, and motivating high-performing teams in in schedule-driven service delivery environments.
  • Experience in designing, implementing, or governing employee induction or assimilation programs.
  • Familiarity with employment laws in Singapore and Malaysia.
  • Good analytical and problem-solving skills with a data-driven mindset.
