Job Description

Overall Job Function

Lead both pre-contract and post-contract project activities, including tender pricing, bills of quantities, cost planning, subcontractor evaluation, progress claims, variation orders, interim payments, final accounts and contract administration. Protect project profitability, contractual compliance and timely commercial closure while providing guidance to junior contract executives.

This role is essential to:

  • Lead pre-contract and post-contract administration from tender stage through project completion and final account closure.
  • Prepare and review bills of quantities, measurements, cost estimates, tender pricing and commercial submissions for design-and-build and build-only projects.
  • Control project budgets, cost plans, expenditure, variations and commercial performance to protect approved gross profit.
  • Evaluate subcontractor and supplier quotations, prepare price comparisons and recommend commercially suitable awards based on scope, price and contract requirements.
  • Negotiate contract terms, rates, variation values, claims and commercial settlements with clients, subcontractors, suppliers and relevant project parties.
  • Prepare and review monthly progress claims, variation orders, payment certificates and final accounts within contractual submission timelines.
  • Assess subcontractor progress, site valuation and supporting records before preparing interim payment recommendations.
  • Resolve contractual, cost and commercial issues by reviewing contract requirements, project records, measurements and agreed instructions.
  • Guide junior contract executives on measurement, costing, tender preparation, claims, variation orders, payment evaluation, documentation and contract procedures.
  • Review contract records, tender documents, cost reports and commercial files to ensure accuracy, ISO compliance, audit readiness and proper project handover.
  • Perform any expressed or implied duties and responsibilities required by the company or superior.


Job Requirements

  • Possess a Diploma or Degree in Quantity Surveying, Construction Management, Building or a related field.
  • Demonstrate minimum 5 years of relevant working experience in contract administration, quantity surveying, construction or interior design and build.
  • Apply strong knowledge of tendering, bills of quantities, measurement, costing, progress claims, variation orders, interim payments and final accounts.
  • Use Microsoft Excel, Microsoft Word and relevant costing or contract administration tools effectively.
  • Interpret drawings, specifications, scopes of work and contract requirements accurately.
  • Apply strong numerical accuracy, commercial judgement, negotiation and problem-solving skills
