Job Description

  

The Technical Superintendent acts as a liaison between vessels and the Company. He/She is responsible to monitor, manage and report the day-to-day technical operations and performance of the assigned vessels.

  1. Plan, manage and control all vessel operations assigned to the position to achieve timely availability, reliability and safety to meet customer requirements, efficient vessel management for longevity and excellent cost-effective operations to meet the desired operational margin contributing to the commercial’s profitability target.
  2. To manage the assigned vessels, working collaboratively with other cross-functional support teams to deliver customer and regulatory requirements and standards consistent with Management expectation, optimizing in the areas of the availability, safety, security, efficiency and effectiveness of the fleet and crew.
  3. Collaborate with the team and amongst the crew themselves, with the support of the Management and organisation and with careful attention to the use of systems and policies, end-to-end processes, superintendence and employee competencies.
  4. To ensure that vessel’s activities are executed in the most cost-effective manner to meet the desired operational margin and contribution in line with the commercial’s profitability target and at the same time ensure that the vessels meet the quality and availability targets.
  5. To plan and strategies lifetime asset management to maximise vessels value.
  6. To provide feedback and recommendations to the Management on insights, opportunities and ideas for improvement for the ship management leadership team to create changes which would benefit Icon Offshore as a company and the Organisation as a whole.
  7. To perform duties as and when directed by the Management.
  8. To prepare and present drydock job scope, propose drydock budget, conducting dockside inspections, drydocking, arranging repair and maintenance during drydocking. 
  9. Ensure that the vessels are aware of safety, security and environmental regulation changes as issued by international regulatory bodies. To work closely with QHSSE Department in order to implement good HSE practices. 
  10. Ensure that the vessels are in compliance with statutory, Charterer and Company requirements. Ensure that the vessel deck and engine maintenance plan is conducted according to the scheduled plan maintenance system. To manage and ensure the OVID, MWS and OSVIS inspection/compliance onboard.
  11. Follow up on vessel non-conformities and work with other fleet departments for corrective action. To perform and carry out Technical Superintendent’s ship visit and navigation audit.
  12. Ensure that vessel trading certificate remains valid and coordination for external audit and renewal vessel trading certificate.
  13. Supervise vessel store requirement and communicate with procurement department for store delivery to vessel.
  14. Attend safety and operations meeting with Charterer at the Base and Head Office (KL) if deem necessary.
  15. Member of incident investigation team and is responsible for closing up any corrective action as recommended by the investigation team.
  16. Attend any ad hoc emergency matters that arise on board vessels.
  17. Monitor operations costs and submit yearly budget follow-up reports. 
  18. Conduct appraisals of crew members. 
  19. Oversee allocation of resources to ships. 
  20. Propose improvements to workflows to improve efficiency.

Job Requirements

  

  1. Certification of Competency Class 1 (Marine) with minimum 1 (One) year documented sea going experience as Chief Engineer and/or at least 1 (One) year shore-based experience as technical superintendent with any reputable shipping company is an added advantage.
  2. Bachelor's Degree, Post Graduate Diploma, Professional Degree, Engineering (Electrical/Electronic), Engineering (Marine) or equivalent.
  3. Experience on offshore support vessels is an added advantage.
  4. Extensive knowledge of ship engineering and operations is essential. 
  5. Knowledge of industry needs and requirements.
  6. Fully aware of the standards, rules and regulations, SOLAS requirement, ISM, ISP, MARPOL, IMO resolution and flag state requirement.
  7. Good interpersonal and people management / leadership skills 
  8. Positive working attitude, independent, analytical, resourceful and results oriented.
  9. Business Acumen, stakeholder management, agile and resilient.
