Job Description

POSITION GENERAL SUMMARY

  • To plan and ensure implementation of the Wildlife Hazard Management Programme (WHMP) at the airport in line with ICAO, CAAM, and MAHB requirements to ensure safe flight operations through effective wildlife risk mitigation strategies.      

 

ESSENTIAL POSITION FUNCTIONS

  • Plan the implementation and continuous improvement of the Wildlife Hazard Management Program.
  • Supervise and coordinate Operational-level Wildlife Officers and field teams.
  • Validate and review Wildlife Risk-Based Analyses and Assessments and WHMP documentation.
  • Analyze trends and generate daily/weekly/monthly reports.
  • Prepare and present wildlife data analysis quarterly.
  • Promptly advise MASB and MA Sepang as well as external consultants for long-term habitat management.
  • Plan wildlife-related training and awareness programs for staff and stakeholders.
  • Balancing ecological factors with flight safety, particularly in managing and predicting seasonal and migratory wildlife threats and providing inputs to airports.
  • Conduct periodic performance evaluations and field audits of operational staff pertaining to wildlife and operational standards as per CAAM CAD14 and CAGM 1400.
  • Coordinate wildlife strike investigations and lead root cause analysis.
  • Organize a periodic stakeholder engagement and awareness program related to airside wildlife safety.

 

Operational

  • Conduct Training /KSS to ensure Staff are competent before CAAM Audit/ICAO Audit
  • Conduct Awareness to airport personnel on Aerodrome Certification Strategy 
  • Review/advise airports on required documentation for Aerodrome Certification Application and facilities/documentation/drawing data keeping.
  • Advice for enhancement of procedures (Average 20 SOPs) for Aerodrome Certification application 
  • To provide guidance and advice on standards and recommended practices as required by the relevant Acts, Regulations, ICAO Annexes, ICAO Design and Services Manuals, CAD, CAGM, Operating Licensed, Operating Agreement, etc.  
  • Review and verification of document and related project development drawings to conformance to Standard and Recommended Practices (SARPs) for CAAM endorsement.
  • Assist the Manager Aerodrome Compliance & Enforcement (Operations) and recommend on standard policies for meeting high standards in airport operations.
  • Assist Manager Aerodrome Compliance & Enforcement (Operations) in preparing unit operating budgets and budgets related to MA (S) and MASB operations.
  • Develop guidance material based on Standard and Recommended Practices (SARPs).
  • Conduct self-assessment at the Airport on aerodrome facilities and related documentations/drawings, and follow up/record/update/analyze on the findings issued.
  • Conduct Aeronautical Study/Compatibility Study and consultancy service to internal/external
  • To continuously improve department/unit functions and tasks to ensure aerodrome compliance is sustainable.
  • Update the task/report to Manager Aerodrome Compliance & Enforcement (Operations)
  • To assist the Manager in preparing, as and when required, an ad hoc report/presentation/paper for the top management's purpose.
  • Collaboration/work together with other compliance units.

Key Challenges

 

  • Ensuring effective inter-departmental and organizations collaboration as well as maintaining effective wildlife deterrence in a dynamic and complex airside environment in accordance to CAD 1400, DOC 9137 (Part 3) , DOC 9184 (Part 2), & IBIS.

  • Detail-oriented, tech-savvy, proficient in MS Excel or database tools
  • Safety-conscious, teamwork-oriented, good communication skills

     
     
      

Education

External        

  • Bachelor's Degree in preferably with Aviation Management / Operations / Engineering / Transport
  • (Master Degree would be an added advantage)     

 

Unique Requirement

  • Skill in AutoCAD
  • Good understanding of ICAO SARPs and CAD14        

Relevant Industries

External

  • Degree with CGPA > 3.0 and minimum 3 year relevant experience.
