Job Description

POSITION GENERAL SUMMARY

  • Provide expertise in the management and administration of cost and contracts. Act as focal point for assessing, reviewing, advising, recommends and overseeing the implementation of the BKI airport project and managing stakeholder liaisons in delivering a successful airport project              

ESSENTIAL POSITION FUNCTIONS

Contract Management

  • Responsible for all activities relating to contract administration undertaken
  • Review, check and advise and/or prepare contract documents, consultant s memorandum of Agreement and other contractual agreement
  • Review and check contractors claims and prepare certificate of Progress Payment/ Professional Fees/ Supervision Fees for the contractors as well as consultants.

Tender Management

  • To prepare agreements which entail drafting, studying, interpretation, reviewing, amending corporate agreements, commercial contracts, tender documents and all other legal documents which involve the interest of the Company generally and its component divisions and units specifically.
  • Review and advise on Need Statements & Tender Documents prepared by the engineers
  • Review, check and advise and/or prepare all preliminary estimates and Pre-Tender Estimates prepared by engineers
  • Tender evaluation preparation and/or review, check & advise on the Tender Evaluation Reports 

Financial Control and Reporting

  • Ensure the final account of the packages being taken up on MAHB books
  • Monitor the accrual in MAHB books and advise on any reversal upon payment and finalization of accounts
  • Develop, drive and nurture the complete procurement operations services effectively, for both processes and people, in compliance with the established 3Ps, SOPs and within the stipulated process cycle time
  • Review annual project budget and periodic forecast for on-going project to ensure completeness, accuracy and timeliness of data.
  • Participate discussion with Project team on project matters and advice on financial implication as and when required.
  • Maintain project finance policies, processes and procedures to support timely, reliability and accuracy of financial data on the day to day project operations and safeguard the company assets.

People Management

  • Lead, coach and provide guidance to the team members as and when required to ensure smooth running of day to day operations.
  • Set team goals and objectives which align to department/company goals and objectives.

Education

External        

  • Recognized Degree in Quantity Surveying from an established university in Malaysia/ UK/ Canada/ Australia/ Singapore accredited by Boards of Quantity Surveyors Malaysia (BQSM); Royal Institution of Surveyors Malaysia (RISM); and/or Royal Institute of Chartered Surveyors (RICS).
  • Professional qualification in accountancy and/or finance or degree in accounting and/or finance

Unique Requirement

  • Certified Quantity Surveyor
  • Certified CIMA/ACCA - member of Malaysian Institute of Accountants       

Relevant Industries

 

  • At least 10 years relevant experience in cost management, contract management and stakeholder management of a large scale project >RM100mil.      
  • Contract employment for Airport Kota Kinabalu
