The Deputy Manager, Industrial Relations & People Transformation plays a dual role in leading industrial relations and HR governance while supporting strategic people transformation initiatives and project execution. This position is responsible for managing employee relations cases, ensuring compliance with Malaysian labour laws, and maintaining governance frameworks. Additionally, the role contributes to people transformation efforts by supporting innovation, process improvement, and cross-functional project delivery in alignment with long-term business goals.

Roles & Responsibilities:

Industrial Relations 

  • Lead the resolution of workplace disputes by applying best practices and ensuring compliance with internal policies and Malaysian labour laws (e.g. Employment Act 1955, Industrial Relations Act 1967).

  • Responsible for managing grievances, counselling, and disciplinary/misconduct cases with procedural fairness and legal awareness.

  • Provide guidance to managers and employees on IR processes and escalate complex legal matters when necessary.

HR Governance

  •  Lead the implementation and continuous improvement of HR governance frameworks including policy development and enforcement.

  • Review and update HR policies, procedures, and work processes related to IR/ER matters to ensure compliance and reduce job-risk exposure.

  • Monitor regulatory changes and ensure HR teams are informed and trained accordingly

Compliance & Risk Reporting

  • Conduct periodic HR audits, risk assessments, and policy reviews to identify and rectify compliance gaps.

  • Coordinate HR-related risk and compliance reporting, including submissions to Bank Negara Malaysia (BNM) and internal governance bodies.

  • Maintain and update regulatory matrices and ensure timely reporting across platforms such as RMC, PRISM and RCSA

  • Act as the Division’s Compliance & Risk Champion to foster a compliance culture.


People Transformation

  • Support the execution of people transformation strategies aligned with long-term business goals.

  • Assist in driving innovation in HR practices, processes, and technologies to future-proof the workforce.

  • Coordinate with stakeholders to support delivery of transformation milestones.

Project Management & Strategic Initiatives

  • Support the management of HR strategic projects and ad-hoc initiatives as assigned.

  • Track project progress, escalate issues, and ensure timely delivery of milestones.

  • Collaborate cross-functionally to ensure stakeholder engagement and shared ownership of outcomes.

Job Requirements:

  • Degree in Human Resources Management, Industrial Relations, Law, or a related field.

  • Minimum 5–8 years of progressive HR experience with at least 2 years in an IR/governance role.

  • Strong knowledge of employment legislation and industrial relations frameworks.

  • Exposure to HR transformation initiatives and project coordination is an advantage.

  • Excellent stakeholder management, communication, and influencing skills.

  • Ability to work independently while collaborating effectively across functions.
