Job Description

The Programme Operations Manager is responsible for ensuring the effective management and delivery of campaigns and programmes ,that drive the organisation’s social impact objectives. The role also provides leadership to the programme team, ensuring that implementation reflects the organisation’s priorities, values, and long-term impact goals. The Manager also mentors programme associates, manages partnerships, ensures compliance with budgets and reporting requirements, and contributes to the organisation’s strategic direction through insights and data-driven recommendations.

Programme Management & Strategic Alignment

  • Oversee and coordinate the implementation of campaigns and programmes in alignment with the organisation’s strategic priorities and objectives.
  • Translate programme strategies into operational plans, work schedules, and measurable outputs.
  • Ensure that all programme activities are executed within scope, budget, and timeline, and adhere to organisational and client and partner standards.
  • Work closely with strategy leads to ensure operations reflect intended outcomes and impact pathways.
    Identify operational risks and develop mitigation plans to ensure programme continuity and quality.

Monitoring, Evaluation & Reporting

  • Track and review programme progress, performance indicators, and milestones to assess implementation effectiveness.
  • Prepare regular reports and updates for partners, and funders.
  • Support programme reflection and learning sessions to strengthen operational performance and alignment with strategy.
  • Ensure documentation of best practices, case studies, and lessons learned from programme operations.

Financial & Administrative Oversight

  • Manage programme budgets and expenditure, ensuring compliance with financial procedures and accountability requirements.
  • Coordinate with finance personnel on disbursements, contracts, and resource allocations.
  • Support budget forecasting and revisions to reflect strategic or operational shifts.

Team Leadership & Capacity Support

  • Supervise and guide the programme associates and other team members, ensuring clarity of roles, deliverables, and timelines.
  • Provide mentorship and operational support to strengthen team capacity in planning, coordination, and reporting.
  • Foster a collaborative and accountable team culture that values learning and efficiency.

Stakeholder & Partner Coordination

  • Coordinate with partners, vendors, and goverment ministries/ agencies to ensure effective and timely programme delivery.
  • Support operational-level engagements, field visits, and coordination meetings.
  • Represent the organisation in meetings, programme-related forums or discussions as required.

Continuous Improvement & Compliance

  • Ensure programmes operate in line with organisational policies, partner guidelines, and ethical standards.
  • Contribute to improving operational systems, tools, and workflows that enhance programme effectiveness.
  • Participate in internal planning and review processes to ensure operations remain aligned with evolving strategies.

Job Requirements

  • At least 3-6 years of relevant experience in programme management, development, or social impact initiatives, with at least 2–3 years in a supervisory or managerial role.
  • Proven ability to manage teams, delegate effectively, and guide programme associates toward achieving targets.
  • Strong analytical and problem-solving skills; able to translate strategy into measurable actions
  • Demonstrated experience managing complex, multi-stakeholder programmes and ensuring operational excellence.
  • Competence in budgeting, financial tracking, and donor reporting is a plus
  • Excellent written and verbal skills in English and Bahasa Melayu; additional languages are an advantage.
  • Skilled in partnership building, stakeholder engagement, and managing cross-functional relationships.
  • Able to respond to evolving social issues with creative and practical approaches.
  • Understanding or experience in areas such as social impact, sustainability, online safety, migration, human rights, or youth issues is desirable.
  • Willingness to travel outstation and overseas.
