Job Description

Role Overview

The Senior Associate, Programme Strategy & Development plays a key role in innovating, shaping and advancing Ratio Cause’s portfolio of social impact initiatives and partnerships. This role sits at the intersection of strategy, programme innovation,public policy and partnership development, driving the design of scalable, high-impact programmes aligned with evolving market, client, and societal needs. 

With a strong focus on value creation and strategic growth, the role contributes to expanding programme offerings, strengthening partnerships, and positioning initiatives across areas such as public policy, ESG, sustainability, digital safety, and community development that strengthen long-term value creation and expand the organisation’s reach and partnerships.

Key Responsibilities

Strategy & Programme Design

  • Lead the end-to-end design and development of programmes, campaigns, toolkits, and training solutions. 
  • Translate complex issues (e.g. ESG, climate, digital safety, public health) into structured frameworks, learning outcomes, and measurable KPIs. 
  • Develop programme strategies, logic models, and theory of change to guide delivery and impact. 
  • Identify opportunities to position and evolve programmes in line with market trends, partner priorities, and emerging focus areas. 

Programme Oversight & Delivery

  • Oversee the strategic direction and coherence of multiple programmes, ensuring alignment with intended outcomes and overall positioning. 
  • Work closely with internal teams to ensure timely execution, quality delivery, and achievement of milestones. 
  • Develop workplans, tracking frameworks, and reporting structures. 
  • Analyse programme performance and generate insights to inform optimisation, scalability, and future programme direction. 

Stakeholder & Partnership Management

  • Engage and collaborate with corporate partners, government agencies, international organisations, and NGOs. 
  • Build and manage strategic relationships, ensuring alignment of objectives and delivery of mutual value. 
  • Act as a key interface between partners and internal teams across programme lifecycle stages. 
  • Coordinate subject matter experts, facilitators, and collaborators as needed. 

Content & Learning Development

  • Oversee the development of training, facilitator and digital learning content. 
  • Ensure content is contextually relevant across Malaysia, ASEAN, and broader global audiences. 
  • Integrate emerging themes such as ESG, sustainability, AI & AI safety, into programme design. 

Partnerships & New Opportunities

  • Contribute to the identification and development of new programme opportunities, partnerships, and strategic initiatives. 
  • Support the development of proposals, concept notes, scopes of work, and budgets aligned with client and partner needs. 
  • Identify avenues to expand existing programmes into new sectors, audiences, or formats. 
  • Engage in strategic discussions with partners to co-create initiatives that deliver both impact and long-term value. 
  • Support the organisation’s efforts in strengthening its across priority focus areas. 

Insights, Strategy & Growth

  • Monitor market trends, policy developments, and emerging issues to inform programme innovation and strategic direction. 
  • Contribute to the continuous refinement of programme offerings to enhance relevance, differentiation, and scalability. 
  • Support organisational growth by strengthening programme positioning, partnership strategies, and overall value proposition. 
  • Represent the organisation in meetings, workshops, and industry engagements. 


Job Requirements

  1. At least 2-5 years of relevant experience in strategy, campaign development, programme development, or social impact initiatives.
  2. Strong campaign and programme design skills. Able to merge evolving social issues with creative and practical approaches.
  3. Relevant experience writing proposals, modules, decks, reports and able to simplify complex issues for different audiences.
  4. Strong analytical and problem-solving skills, able to translate strategy into measurable actions.
  5. Comfortable engaging stakeholders at senior levels in Bahasa Melayu and English.
  6. Excellent written and verbal skills in English and Bahasa Melayu; additional languages are an advantage.
  7. Skilled in partnership building, stakeholder engagement, and managing cross-functional relationships.
  8. Familiarity with M&E tools, design thinking, or behaviour change frameworks is a plus point.
  9. Understanding or experience in areas such as social impact, nation building initiatives, climate change and sustainability, education, online safety, or youth issues is desirable.
  10. Versatile and able to work across diverse topics.
  11. Curious, proactive, and able to operate independently.
  12. Comfortable in fast-paced, multi-issue environments.
  13. Willingness to travel outstation and overseas.
