  1. Play primary supportive role to the Project Manager (PM) in the planning, design and supervision of the construction works at Site of the WP and to attend to any other duties and responsibilities which may be assigned by the PM from time to time.
  2. To ensure all site works are carried out in accordance with approved drawing, specifications and to the required quality of work.
  3. Study and check all drawings for discrepancies.
  4. To review submittals from Contractor - method statements, proposed materials, shop drawings, for site activities.
  5. Perform field quality control on site work and materials to be used for construction.
  6. Ensure working procedures comply with relevant statutory requirements, agreed method and recommend modification to the process, if necessary, to solve any on-site problems. 
  7. Assist the PM/ designers in verifying the design of temporary works by the contractor against actual conditions on site and recommend modification to the suit if necessary.
  8. Attend site meetings, progress meetings, design, and technical meetings, meet up with statutory bodies as required representing KSSB in all relevant meetings.
  9. To liaise with internal and external parties (including landowners, structures owners, third party contractors) and local authorities to facilitate construction activities; with regards to all technical and contractual matter on the project scope or discipline.
  10. To provide technical and management guidance and direction to the Site team and ensure cohesiveness between sub-consultant’s personnel and own company’s personnel for the benefit of the project.
  11. Act as primary point of contact for the construction supervision of the project between the SOR, Work Package Contractor (WPC) and Engineering Consultant and Project Management Consultant teams to ensure the smooth progress of the project.
  12. Demonstrate leadership, manage and control site personnel and site related arrangements.
  13. To review Quality Assurance Plan, HSSE Manual, Routine Maintenance Report, Traffic Management Plan, Safety Report, Incident Report, Monthly Progress Report prepared by WPC and to ensure compliance and/or completeness.
  14. To perform joint evaluation to verify work done by WPC and liaise with project QS, SOR on Work Package Contractor’s interim progress claims.
  15. Make recommendations to Project Manager on any contractual matters including Work Package Contractor’s interim progress claims.
  16. To review and respond to WPC’s technical request and liaise with design engineers for design changes. To issue site instruction to WPC for design change work and prepare documentation on Variation Orders for submission to Client.
  17. To review and ensure sufficient information is provided for Variation Orders. Inspect the completed work and prepare defect lists. 
  18. To issue Non-Conformance Report to WPC, if there is any work carried out was not complying to the project requirements 
  19. To issue stop work order to WPC, if there is any critical issue related to health, safety and environment at construction site.
  20. Ensure items in the defect lists are rectified when carry out further inspections as necessary to ensure work is completed.
  21. To recommend to Client on issuance of certificates - Practical Completion Certificate, Certificate of Making Good Defects to Client, etc
  22. To recommend acceptance of As-built drawing to Client.
  23. To monitor work progress against accepted project schedule and provide advice to SOR and WPC the mitigation measure in case of delay.
  24. To maintain accurate records and reports related to the project and check on contractor’s Site Diary to ensure completeness.
  25. Implement any and all related policies, procedures and work instructions as defined in company’s Project Quality Plan.
  26. Prepare reporting document to Project Manager/ Project Director on works progress and status. (monthly progress report/ weekly progress report and the likes).

 

Formal Education

  • Bachelors Degree in Civil Engineering

 

Working Experience

  • 15 years in general or
  • Minimum 12 years with major roadworks experiences

 

Skill/ Knowledge/Qualifications

  • Degree in Civil Engineering
  • Board of Engineer Malaysia (Registered Graduate or preferably Professional Engineer)
