Job Summary:
The Safety & Health Officer (SHO) is responsible for implementing, monitoring, and enforcing all safety and health requirements for the Battery Energy Storage System (BESS) project in Bukit Kayu Hitam. The role ensures full compliance with Malaysian statutory regulations, project HSE plans, and client requirements, while promoting a strong safety culture across all project activities including civil, electrical, and commissioning works.
Key Responsibilities
- Ensure compliance with OSHA 1994, Factories and Machinery Act 1967, and relevant DOSH regulations.
- Act as the registered Safety & Health Officer (Green Book holder) for the project site.
- Develop, implement, and monitor Project HSE Plan, Emergency Response Plan (ERP), and Safe Work in Method Statements.
- Conduct risk assessments (HIRARC) and ensure control measures are effectively implemented.
- Lead daily toolbox meetings, safety briefings, and awareness programs.
- Monitor site activities including construction works, battery installation, high-voltage works, lifting operations, and earth works.
- Ensure compliance with electrical safety requirements in coordination with competent electrical personnel.
- Carry out regular safety inspections and audits, identify hazards, and enforce corrective actions.
- Investigate all incidents, near misses, and dangerous occurrences; prepare detailed reports.
- Liaise with authorities such as DOSH, Suruhanjaya Tenaga (ST), BOMBA, and client representatives.
- Ensure proper PPE usage, site signage, and safety controls are in place.
- Maintain all safety documentation, registers, and statutory records.
- Monitor subcontractors’ HSE performance and enforce compliance.
- Support project team in achieving zero LTI (Lost Time Injury) target.
Qualifications
- Registered Safety & Health Officer (SHO) with DOSH Malaysia (Green Book) – Mandatory
- Diploma/Degree in Occupational Safety & Health, Engineering, or related field
- Minimum 3–5 years’ experience in construction, preferably in energy / power / substation / solar projects
- Certified in HIRARC, Incident Investigation, First Aid (added advantage)
Familiar with TNB, ST, and BOMBA requirements for infrastructure projects
