PROJECT COST CONTROL MANAGER
ESSENTIAL DUTIES & RESPONSIBILITIES

- Assist in award process.
- Own Change management process.
- Develop a master cost plan for the project. The Consultant will utilize the master cost plan as the basis for monitoring cost of design and construction phases.
- Support OWNER in developing benchmarks and standard specifications cost and price based on historical data captured.
- Assist in preparation of contract documents.
- Assist in preparing a list of tenders for each stage of the project including specialist subcontractors.
- Participate in reviewing and reporting on tenderer’s submissions, programs, and method statements, prepare a bid tabulation / comparison matrix, and advise on acceptability.
- Vet vendors to ensure adherence to OWNER policies.
- Where applicable assessing value-engineering (VE) opportunities (including relevant cost estimations).
- Facilitate the delivery and interpretation of cost estimates at defined increments in the design process,
- Pre-construction cost estimating reflecting the local market / resources.
- Development of Bills of Quantity (BOQ)
- Utilization of cost benchmarks
- Cost estimating at various levels of design.
- Continuously ensuring the overall project budget is maintained during the design process.
- Analysis and recording of contractor claims for extensions of time.
- Review the detailed cost plan and forecast for construction activity linked to overall project budget and scope submitted by the Contractor.
- Establish and manage process for identification of all costs associated with design changes, contract awards, construction activities, and Owner changes and regularly report progress to OWNER.
- Provide regular cost control reporting of expenditures against Budget.
- Review and approve the Contractor’s Schedule of Values as well as the monthly and final billings.
- Review As-Built drawings prior to every application for payment.
- Be responsible for collecting monthly release of lien documentation from all Prime Contractors prior to approval of periodic and final applications for payment.
- Implement GE process for review and approval of monthly progress payments.
- Review and approve the final billing for all vendors and Contractors.
- Conduct or attend weekly construction site meetings with Contractors and regularly scheduled meetings with the Owner, Designers, and Contractors (OAC) as required by the project.
- Be responsible for checking that consultants, contractors and vendors are fulfilling their contractual obligations in assessing and dealing with extensions of time and issuing the appropriate certificates.
- Negotiate and administer contracts using OWNER contract templates specific for construction and/or locally accepted contract templates (as agreed for use with OWNER), and assist in resolving disputes with vendors / third parties.
- Payment management and confirmation.
- Confirm sourcing strategy and execute contracts / purchase orders for all work.
- Review requested Change Orders and ensuring the request is fair and reasonable for the change in scope and contains the appropriate supporting documentation.
- Implement a procedure to manage the change order process in such a way to minimize the administrative work of the Owner and execute the changes in a timely fashion.
- Be responsible for compiling the final change orders from the Developer, Designer, Contractor(s) and any independent contracts let by OWNER in support of the project.
- The Cost Control manager will engage internal business teams to ensure requirements are met and costs are incorporated within the respective approved budgets
