The role of Security Advisor involves a range of key accountabilities to ensure the safety, security, and smooth operations of the company’s assets, personnel, and facilities. The advisor must manage risk, ensure compliance with regulatory requirements, and maintain effective security practices across different operational environments.

The Security Advisor is responsible for ensuring the safety and security of offshore oil and gas assets, personnel, and operations. This role involves providing strategic and operational security support, risk assessments, and mitigation strategies to protect assets from potential threats, including piracy, terrorism, theft, environmental hazards, and other security risks. 

The Security Advisor will collaborate closely with offshore teams, onshore management, local authorities, and contractors to implement effective security policies, procedures, and systems tailored to offshore environments.

 

KEY ACCOUNTABILITIES

The advisor must manage risk, ensure compliance with regulatory requirements, and maintain effective security practices across different operational environments. Here are the key accountability areas:

Security Risk Management

  • Risk Assessment and Threat Analysis: Identify, assess, and monitor security threats (e.g., terrorism, piracy, theft, sabotage, natural disasters) affecting both offshore and onshore operations.
  • Mitigation Planning: Develop, recommend, and implement security strategies to mitigate identified risks and threats to personnel, assets, and infrastructure.
  • Emergency Response Planning: Design and ensure readiness of emergency plans for various crisis scenarios (e.g., oil spill, kidnapping, terrorist attack).

Physical Security of Facilities

  • Offshore Platform Security: Ensure that offshore rigs and platforms are protected from unauthorized access, sabotage, and other security threats. Implement access control procedures and surveillance systems.
  • Onshore Facility Security: Oversee the security of onshore facilities, such as refineries, warehouses, and administrative buildings, ensuring perimeter security and employee safety.
  • Security Systems Installation & Maintenance: Work with contractors and internal teams to ensure effective installation, maintenance, and functionality of security systems (CCTV, alarms, access control).

Personnel Security

  • Workforce Protection: Advise on security measures to protect employees, especially those in high-risk areas (e.g., offshore workers, remote sites).
  • Training and Awareness: Conduct training for employees on security protocols, emergency responses, and risk avoidance.
  • Travel Security: Provide advice on travel security for personnel moving between offshore/onshore locations and remote sites, ensuring safety during transportation and while in the field.

Compliance and Regulatory Requirements

  • Compliance with Local and International Regulations: Ensure the company’s security practices comply with Malaysian regulations, international security standards (e.g., ISPS Code for maritime security), and any other relevant laws.
  • Liaison with Authorities: Maintain relationships with local law enforcement, government agencies (e.g., Malaysian Maritime Enforcement Agency), and other relevant authorities to ensure coordination and compliance.
  • Incident Reporting: Develop and oversee protocols for reporting incidents, investigations, and compliance breaches. Maintain accurate records of security activities.

Incident Management and Investigation

  • Incident Response: Act as the lead or support in managing security incidents (e.g., theft, attacks, environmental hazards) by coordinating responses and ensuring all necessary actions are taken.
  • Investigation and Analysis: Lead or assist in investigations of security breaches or incidents, determine causes, and develop corrective actions to prevent reoccurrence.
  • Reporting: Provide detailed reports on security incidents to senior management, detailing the nature, impact, and resolution.

Security Budgeting and Resource Management

  • Budget Planning: Develop, justify, and manage the security department’s budget, ensuring resources are allocated appropriately to meet security needs.
  • Resource Allocation: Ensure sufficient personnel, equipment, and technological resources are allocated to both offshore and onshore security operations.

Security Team Leadership

  • Team Management: Lead, train, and mentor security personnel, ensuring they are equipped with the necessary skills, knowledge, and tools to carry out their duties.
  • Coordination Across Teams: Ensure close coordination between offshore security teams, onshore security staff, local law enforcement, and other departments to manage risks and crises effectively.

Continuous Improvement

  • Security Audits and Assessments: Conduct regular security audits and vulnerability assessments to evaluate the effectiveness of current security measures and make improvements.
  • Security Technology & Innovation: Stay informed about new security technologies, practices, and trends and recommend updates or upgrades to the company’s security infrastructure.

Stakeholder Communication

  • Management Reporting: Provide regular updates to senior management on security status, risk factors, and ongoing security initiatives.
  • External Liaison: Represent the company in dealings with contractors, local communities, and regulatory bodies on security-related issues.

 

REQUIREMENTS AND QUALIFICATIONS

  • Possess a bachelor’s degree in Security Management, Law Enforcement, Risk Management or Safety discipline or equivalent qualification from recognized universities.
  • At least 5–10 years of experience in security management or related fields, ideally within the oil and gas industry or other high-risk environments (e.g., mining, utilities). 
  • Experience in working in offshore and onshore facilities, with a solid understanding of the unique security challenges in these environments. 
  • Experience in handling security incidents, emergency responses, and crisis management situations.
