Job Description

 

Contract Administration & Claims

  • Review and interpret contract terms (e.g., FIDIC, PAM, JCT or custom contracts).
     
  • Prepare, evaluate, and defend contractual claims, EOT (Extension of Time), loss & expense, and variation orders.
     
  • Identify and mitigate commercial risks, including potential contract breaches or disputes.
     
  • Draft contractual correspondence and legal notices to clients, consultants, and subcontractors.
     

Legal Coordination

  • Work closely with internal or external legal counsel on matters such as arbitration, mediation, or litigation.
     
  • Maintain proper documentation to support claims and dispute processes.
     
  • Ensure compliance with local construction laws, statutory obligations, and contractual timelines.
     

Cost & Commercial Management

  • Oversee cost planning, forecasting, and monitoring of project expenditures.
     
  • Conduct cost analysis and prepare detailed cost reports for management.
     
  • Evaluate subcontractor claims, certify payments, and manage final accounts.
     

Team & Stakeholder Engagement

  • Support and guide junior QS team members on commercial and legal processes.
     
  • Attend project meetings, represent the commercial department in dispute reviews and negotiations.
     
  • Liaise with clients, consultants, and site personnel to resolve commercial issues.
     

Job Requirements

 

  • Bachelor’s Degree in Quantity Surveying, Construction Management, or related field.
     
  • Minimum 8–10 years QS experience, with strong involvement in legal and claims management.
     
  • In-depth knowledge of standard forms of contracts (FIDIC, PAM, etc.) and construction law principles.
     
  • Strong understanding of variation, extension of time, and dispute resolution practices.
     
  • Proficient in contract drafting, negotiation, and commercial risk mitigation.
     
  • Fluent in English and Mandarin (required for stakeholder coordination).
     
  • Experience in building or infrastructure projects (e.g., civil, rail, high-rise) is preferred.
