POSITION GENERAL SUMMARY

To manage all MASB aerodromes compliances, standards and safety and ensure ongoing compliance activities in accordance with national and international legislative requirements.

ESSENTIAL POSITION FUNCTIONS

Strategic

• Manages the aerodrome compliances and safety, integrated management system (IMS) and ISO standards. 
  Perform strategic directives for Aerodrome Certification, Aerodrome Safety Management System and ensure airports comply with Standard and Recommended Practices (SARPs) according to ICAO and regulators. 
• To lead audit activities related to aerodrome certification and quality standards, support and development of aerodrome safety management systems and the ongoing continuous improvement of documented processes.
• Management of reporting of all safety, compliance and quality assurance events/issues and the close monitoring of corrective actions in Safety Management System Review Board (SMSRB) and Board Risk Management Committee (BRMC).
• Manages and review the implementation of the provisions related to the design and operations of aerodromes contained in Annex 14 and Malaysia Civil Aviation Directive 14 & 19 (CAD 14 and CAD 19).
• Lead planner for various risk identification activities – physical inspections and surveys, development of risk registers and risk assessment.
• Manage, and maintain the risk management information system, i.e MArs – responsible to liaise with the system providers on upgrades and customization.

Functional 

• To act as the point of contact for the external authorities such as MOT, AAIB and CAAM on regulatory matters.
• To consult and advice the Airport managers/Head of Operations in their respective roles, ensuring that all aspects of aerodrome operations are managed and maintained in full compliance with all regulatory requirements. i.e. Civil Aviation Directive (CAD) and Civil Aviation Guidance Material (CAGM).
• Making recommendations for management review and tracking the status of rectification actions.
• Foster and provide strategic actions aimed at achieving efficient and effective implementation of the CAAM 4. 4.Directives and ICAO SARPs with particular emphasis on Aerodromes and Ground Aids (AGA) and Safety Management System (SMS).
• Ensures safety occurrence data is accurately captured, incidents investigated, and root cause analysis carried out with investigation reports to include recommendations for mitigation measures. 
• Provide technical assistance and support for the aerodrome's readiness for the new type of aicraft. i.e. Airbus A321 NEO, Boeing 738 MAX 
• Manage operational improvements involving aerodrome ground aids, SMS and daily reporting. 
• Manage the development and quarterly review of Corporate Risk Profile, Departmental Risk Registers and Airport Risk Registers.
• Manage the risk management documentations i.e. policies & procedures in line with applicable standards i.e. ICAO, CAAM, BSI SIRIM, ISO, etc.
• Training instructor for Airport Operations Course and other subject matter expert. i.e Annex 14, Annex 19, Annex 9

Key Challenges

• Liaison officer to deal with authorities ie. MOT, MAVCOM, CAAM, State Government, DOE 
• To meet Acceptable Level of Safety Perfomance for all MASB Airports 

Skills

• Posses Good Communication, interpersonal and consultative skill
• Good Supervisory skill
• Ability to analyze data and provide related recommendation 
• Good in written and spoken of Bahasa Malaysia and English, and must be computer literate. 
• Customer service oriented with a pleasant personality.
• Able to work independently with minimum supervision.
• Possess analytical & Critical Thinking. Attentive to details and possesses investigative nature.
• Knowledge of legislative aspects/Regulatory 

Relevant Industries

• Degree with 5 years relevant in working experience.
• Master is added advantages
• Experienced in Airport Compliance or related

Education

• Degree in any discipline, preferably in Aviation Management/Airport Management/AIr transport Management /Law/Business Administration Management/Transportation Management
• Master is added advantages
